Job Overview: The local consultant on population dynamics will play a crucial role in facilitating the implementation of UNFPA's Population Dynamics programme. This position involves analyzing political, social, and economic trends relevant to population issues and providing inputs for the formulation and execution of programme activities. The consultant will monitor progress, advise on implementation strategies, and collaborate with various stakeholders, including government counterparts, donor agencies, and civil society organizations. The consultant is expected to contribute to the preparation for the Population and Housing Census and strengthen national capacities for evidence-based policy formulation.
Duties and Responsibilities: The consultant will be responsible for several key tasks, including:
Supporting the Government of Uzbekistan in preparing for the Population and Housing Census by reviewing methodological documents and previous project results.
Facilitating census preparation assessments and quality assurance missions.
Analyzing potential risks and proposing mitigation strategies for census readiness.
Drafting summary notes with findings and recommendations.
Contributing to the development of a national Demographic Strategy and participating in relevant working groups.
Organizing events such as round tables and hearings on demographic resilience and World Population Day.
Reviewing social development indicators and preparing analytical briefs on demographic and socio-economic overviews.
Assisting in the development of the new UNFPA Country Programme Document for 2026-2030 and providing inputs for advocacy and resource mobilization efforts.
Required Qualifications: Candidates must possess a Master's degree in demographics, economics, management, or statistics. They should have at least five years of professional experience in population and development fields. Strong analytical, communication, and writing skills are essential, along with experience in drafting reports and technical guidelines. The ability to liaise with various stakeholders and facilitate consultations is also required. Proficiency in MS Word, Excel, PowerPoint, and database software is necessary, along with a good understanding of UNFPA's mission and values.
Educational Background: A Master's degree in a relevant field such as demographics, economics, management, or statistics is required for this position. This educational background is crucial for understanding the complexities of population dynamics and development issues.
Experience: The position requires a minimum of five years of professional experience, preferably in the field of population and development. This experience should include analytical work, report writing, and collaboration with various stakeholders, including government entities and civil society organizations.
Languages: Fluency in Russian and Uzbek is mandatory, both spoken and written. Good knowledge of English is also required, as the consultant will need to draft deliverables in both Russian and English as appropriate.
Additional Notes: The consultancy is expected to last from March 3, 2025, to February 3, 2026, with a total of 242 working days. The consultant will be compensated based on UNFPA's established rates, with payments made in six installments upon submission of progress reports. The consultant will work both online and offline in Tashkent, Uzbekistan, and will be supervised by the UNFPA Program Analyst on Population Dynamics.
