Job Overview:
The HR Coordinator position is situated within the Human Resource Management Service (HRM) of the OECD's Executive Directorate (EXD). The selected candidate will report to the Acting Head of the Staff Hub and will collaborate closely with other HRM colleagues. The role primarily involves the administration of the OECD Medical and Social System, providing guidance on medical insurance components, managing sick leave, and handling work-related accident declarations. The HR Coordinator will also be responsible for workforce administration, including preparing offer letters, onboarding new employees, and managing family-related allowances. The position requires a proactive approach to handling sensitive situations with discretion and ensuring compliance with the OECD's Staff Rules and Regulations. The HR Coordinator will play a crucial role in supporting the HR Operations division and contributing to the overall effectiveness of the HRM service.

Duties and Responsibilities:
The HR Coordinator will have a diverse set of responsibilities, including:
  • Advising and providing guidance on OECD medical insurance components and entitlements to staff members, ensuring timely and consistent communication.
  • Managing certified sick leave, including processing sick leave certificates, auditing, and data entry, while maintaining confidentiality.
  • Coordinating with the medical department for long-term sick leave administration and managing work-related accident declarations.
  • Supporting the organization of medical and invalidity commissions and providing advice to staff members.
  • Preparing offer letters and onboarding new employees, including conducting hiring briefings.
  • Providing information on family-related allowances and monitoring entitlement changes.
  • Acting as the first point of contact for staff queries related to benefits and processing reimbursement requests.
  • Conducting departure formalities and processing administrative actions such as promotions and transfers.
  • Maintaining personnel records and entering data into the HR database (SAP HCM) accurately and timely. 1
  • Handling sensitive staff queries with diplomacy and escalating issues as necessary.

Required Qualifications:
The ideal candidate should possess a university degree in business, human resource management, public administration, or a closely related field. Additionally, candidates should have at least 3 years of experience in a human resource management service environment, with responsibilities in implementing HR procedures and policies, particularly in medical and social protection. Knowledge of HR administration rules and procedures within an international organization is advantageous, as is familiarity with OECD HR rules and the host country's medical and social protection regulations. Candidates must demonstrate the ability to handle sensitive situations with tact and discretion and possess excellent knowledge of Microsoft Office Suite and human capital management systems.

Educational Background:
Candidates must have a university degree in a relevant field such as business, human resource management, or public administration. This educational background is essential for understanding the complexities of human resource management and the specific requirements of the OECD's HR policies and procedures.

Experience:
Candidates should have a minimum of 3 years of professional experience in a human resource management service environment. This experience should include responsibilities related to the implementation of HR procedures and policies, particularly in the areas of medical and social protection. Familiarity with the rules and procedures of international organizations will be considered a significant advantage.

Languages:
Fluency in one of the two OECD official languages, English and French, is mandatory, along with a good working level of the other language. Candidates must also possess very good drafting skills in both languages, as effective communication is crucial in this role.
