Job Overview:
The Finance Technical Assistant position is crucial for the day-to-day implementation of finance support functions within NRC. The role involves assisting the Finance Officer in various financial tasks, ensuring compliance with NRC policies, and contributing to the overall financial management of the organization. The assistant will be responsible for preparing payment orders, maintaining financial databases, and coordinating with banks for transactions. This position requires a proactive approach to identifying and addressing financial needs while promoting the rights of refugees and displaced individuals in line with NRC's advocacy strategy. The role also includes preparing reports and documentation for audits, ensuring that all financial activities align with NRC's operational goals and standards.

Duties and Responsibilities:
The Finance Technical Assistant will have a range of responsibilities including:
  • Adhering to NRC policies, tools, handbooks, and guidelines.
  • Assisting with the implementation of the finance function portfolio according to the action plan.
  • Preparing and developing status reports as required by management.
  • Ensuring proper filing of financial documents.
  • Promoting ideas for improvement within the finance support function.
  • Identifying and reporting protection needs and gaps, and proposing new methods to assist displaced individuals.
  • Assisting the Finance Officer in preparing payment orders, checks, and bank forms, and conducting necessary bank coordination for payments.
  • Updating the finance section of the CASH database.
  • Following up with banks regarding card issuance, payments, and statements. 1
  • Ensuring compliance of supporting documents within the finance unit. 1
  • Preparing documentation for annual audits and coordinating with the Finance Team Leader and Finance Coordinators.

Required Qualifications:
Candidates must possess 2-3 years of experience working in a finance function, particularly in complex and volatile contexts. They should have documented results related to the responsibilities of the position and a good command of English. Additionally, candidates should demonstrate professional competencies such as planning and delivering results, empowering and building trust, effective communication, and the ability to work collaboratively with others.

Educational Background:
A university degree in Accounting or a related field is required. Alternatively, candidates who are students in a relevant program or possess a Postgraduate Diploma (PGD) may be considered if they have the appropriate work experience. Familiarity with Iranian banking procedures and basic proficiency in Microsoft Office applications (Excel and Word) are also necessary.

Experience:
The position requires candidates to have 2-3 years of relevant experience in finance, particularly in challenging environments. Previous experience in humanitarian settings or with NGOs is highly desirable, as it provides valuable context for the responsibilities of the role.

Languages:
Fluency in English is mandatory, as it is essential for communication within the organization and with external stakeholders. Knowledge of additional languages, particularly those relevant to the local context, would be considered an asset but is not mandatory.

Additional Notes:
The contract for this position is initially for a 3-month probation period, with the possibility of extension based on performance and organizational needs. The salary will be determined according to NRC's grading structure, specifically grade 4 for this role. The duty station is Tehran, Iran, with some field visits to provinces where NRC operates.
