Job Overview: The Associate Programme Officer position is designed for individuals who will provide programmatic guidance and support for the implementation of protection and solutions strategies within the available resources. This role involves coordinating with various sections and units to ensure a harmonized approach throughout the UNHCR Operations Management Cycle. The incumbent will work closely with partners, including forcibly displaced and stateless persons, governmental institutions, and the private sector, to ensure that program management aligns with UNHCR's Strategic Directions and Global Strategic Priorities. The position requires a collaborative approach, working within a multi-functional team to engage relevant stakeholders in all phases of the Program Management Cycle. The Associate Programme Officer will also be accountable for performing duties in line with UNHCR's regulatory framework and core values, which emphasize professionalism, integrity, and respect for diversity.
Duties and Responsibilities: The duties of the Associate Programme Officer include assessing and analyzing the needs of forcibly displaced and stateless persons using an Age, Gender, and Diversity (AGD) perspective. The incumbent will support the development of multi-year protection and solutions strategies and annual plans, ensuring compliance with corporate priorities. Responsibilities also include assisting in the planning process, revising and analyzing plans and reports, and ensuring quality assurance and compliance with established policies. The officer will broaden partnerships with key stakeholders to maximize the protection response for displaced persons, ensure consistent monitoring approaches, and contribute to the improvement of programming tools and processes. Additionally, the incumbent will oversee the follow-up of internal and external audit observations related to programmatic issues, manage risks, and perform other related duties as required.
Required Qualifications: Candidates must possess a minimum of three years of relevant experience with an undergraduate degree, two years with a graduate degree, or one year with a doctorate. Essential qualifications include demonstrated experience in program management, familiarity with Results-Based Management, and knowledge of the centrality of protection in programming. Desirable qualifications include experience in coordination within an inter-agency context and sound experience in program management training and capacity building activities. Functional skills required for the position include project management, results-based management, and stakeholder management and coordination with implementing partners.
Educational Background: The educational background required for this position includes a degree in Economics, Business Administration, Social Sciences, or another relevant field. Additionally, candidates should have completed a Programme Management Certification Programme in Programme Management (CP-PM).
Experience: The position requires candidates to have relevant experience in program management, particularly in a humanitarian context. Experience in field operations and knowledge of Results-Based Management principles are essential. Candidates should also have demonstrated experience in coordination with various stakeholders in a refugee or humanitarian context, as well as experience in program management training and capacity building activities.
Languages: For this position, knowledge of English is mandatory, along with the UN working language of the duty station if it is not English. For national professional jobs, knowledge of the local language is also required. A good command of additional languages is considered an asset.
