Job Overview: The Technical Consultant position involves conducting an assessment on energy efficiency and public-private partnership (PPP) opportunities specifically for small and medium-sized enterprises (SMEs) in Kosovo. The consultant will be responsible for analyzing the current energy efficiency practices within SMEs, identifying potential areas for improvement, and exploring viable PPP opportunities that can enhance energy efficiency initiatives. The role requires a comprehensive understanding of energy systems, economic frameworks, and the operational challenges faced by SMEs in Kosovo. The consultant will work closely with UNDP and local stakeholders to ensure that the assessment aligns with national priorities and contributes to sustainable development goals.
Duties and Responsibilities:
Conduct a thorough assessment of energy efficiency practices among SMEs in Kosovo, including data collection and analysis.
Identify and evaluate potential public-private partnership opportunities that can facilitate energy efficiency improvements.
Collaborate with local stakeholders, including government agencies, private sector representatives, and community organizations, to gather insights and foster partnerships.
Prepare detailed reports outlining findings, recommendations, and strategies for implementing energy efficiency measures and PPP initiatives.
Present assessment results to UNDP and relevant stakeholders, ensuring clarity and actionable insights.
Provide ongoing support and expertise throughout the project duration, including participation in meetings and workshops.
Ensure compliance with UNDP procurement processes and guidelines throughout the assignment.
Required Qualifications:
Proven expertise in energy efficiency, sustainable development, or related fields.
Strong understanding of public-private partnerships and their application in the energy sector.
Excellent analytical and research skills, with the ability to synthesize complex information into clear recommendations.
Strong communication and interpersonal skills, capable of engaging with diverse stakeholders.
Familiarity with the socio-economic context of Kosovo and the challenges faced by SMEs in the region.
Proficiency in project management and the ability to work independently and as part of a team.
Educational Background: A minimum of a Master’s degree in Environmental Science, Energy Management, Economics, or a related field is required. Additional certifications or training in energy efficiency or public-private partnerships will be considered an asset.
Experience: At least 5 years of relevant professional experience in energy efficiency, sustainable development, or public-private partnerships. Experience working with SMEs and knowledge of the Kosovo context will be highly advantageous. Previous experience with UNDP or similar international organizations is a plus.
Languages: Fluency in English is mandatory. Knowledge of Albanian or Serbian is considered an asset, as it will facilitate communication with local stakeholders and enhance the effectiveness of the assessment.

This position is classified as an individual contractor role, and the consultant will be expected to work full-time during the assignment period. The consultant will be required to submit proposals through the UNDP supplier portal, and all communications regarding the tender must be conducted through the designated messaging functionality in the portal. Compensation details will be discussed during the selection process.
