Job Overview: The Project Analyst on School Education Policy will play a pivotal role in analyzing, advising, and supporting the development of policies and frameworks that promote climate education across Uzbekistan's school system. This position is crucial in ensuring that climate education policies align with national education goals and international climate commitments. The Analyst will work closely with government partners, educational institutions, and other stakeholders to design policy tools and monitor the integration of climate education into the curriculum. The project aims to equip young people with critical skills and knowledge to adapt to and mitigate climate impacts, empowering them to lead their communities toward a sustainable future. The Analyst will contribute to mainstreaming climate change education across upper secondary schools, engaging youth through the Young Green Ambassadors program, and upskilling rural youth with essential green skills through vocational training programs.
Duties and Responsibilities: The Project Analyst will be responsible for a comprehensive range of duties, including:
Policy Analysis and Development: Conducting a thorough analysis of the existing secondary school curriculum to identify gaps and opportunities for integrating climate education; collaborating with national education bodies to develop policy frameworks that embed climate change topics across relevant subjects; providing tailored policy recommendations based on best practices from comparable countries; and supporting the Ministry of Preschool and School Education in formulating policies for the long-term institutionalization of climate education.
Curriculum Design and Implementation Support: Assisting in the design and piloting of climate change curriculum modules and educational resources; ensuring content is age-appropriate and engaging; providing ongoing support to schools and educators in implementing the new curriculum; and identifying necessary teaching competencies for effective delivery.
Stakeholder Engagement and Coordination: Liaising with key stakeholders to facilitate collaborative approaches to climate education policy implementation; organizing meetings, workshops, and focus groups to gather insights and promote knowledge sharing; and fostering partnerships with international organizations for capacity-building efforts.
Monitoring, Evaluation, and Reporting: Developing monitoring tools to assess the effectiveness of climate education policies; tracking progress and generating reports on policy implementation; and collaborating with M&E Specialists to evaluate the impact of policy changes on climate literacy among students.
Knowledge Management and Capacity Building: Documenting best practices and lessons learned in climate education policy development; supporting capacity-building initiatives for policymakers and educators; and developing knowledge products for stakeholders involved in climate education.
Required Qualifications: The position requires a Master’s degree or equivalent in Education Policy, Public Policy, Environmental Studies, Social Sciences, or a related field. Alternatively, a Bachelor’s degree in the stated areas combined with an additional two years of qualifying experience will be considered. Applicants with a Master’s degree are not required to have professional work experience, while those with a Bachelor’s degree must have a minimum of two years of relevant professional experience in education policy analysis, curriculum development, or related roles, preferably within an international development context. Prior experience working with government bodies or educational institutions on policy formulation or curriculum design is essential. Desired skills include knowledge of climate change, sustainable development, or environmental education, as well as experience with UN or other international development organizations.
Educational Background: Candidates must possess a Master’s degree or equivalent in relevant fields such as Education Policy, Public Policy, Environmental Studies, or Social Sciences. A Bachelor’s degree in these areas, combined with two years of relevant experience, will also be considered. Experience: The position requires a minimum of two years of relevant professional experience for candidates with a Bachelor’s degree. Those with a Master’s degree are not required to have prior work experience. Relevant experience should include education policy analysis, curriculum development, or related roles, ideally within an international development context. Experience working with government bodies or educational institutions on policy formulation or curriculum design is mandatory, while experience with UN or other international development organizations is advantageous.
Languages: Fluency in English and Uzbek is required for this position. A good command of Russian is desirable, as it may facilitate communication with a broader range of stakeholders and enhance collaboration in the region.
