Job Overview:
The position of National Consultant for Testing the Femicide Statistical Framework involves a comprehensive assessment of the femicide data management system within Ethiopia's justice sectors, specifically in the federal city administrations of Addis Ababa and Dire Dawa. The consultant will work closely with the Ministry of Justice and the UN Women Ethiopia country office to test and adapt a statistical framework designed to measure femicide. This role requires analyzing femicide instances from 2020 to 2023, identifying gaps in data management, and evaluating the legal and policy frameworks surrounding femicide cases. The consultant will also collaborate with an international consultant to ensure the framework's effectiveness and generate historical femicide statistics. Duties and Responsibilities:
The consultant's responsibilities include:

• Assessing the availability of intentional homicide data disaggregated by age, sex, and femicides.
• Testing and adapting the Statistical Framework for Measuring Femicide in Addis Ababa and Dire Dawa.
• Generating historical femicide statistics for the years 2020 to 202
• Reviewing existing policies and legal definitions of femicide to understand classification and management processes.
• Analyzing procedures for initiating femicide cases, including evidence collection and documentation.
• Evaluating the decision-making processes of prosecutors and court rulings to identify strengths and challenges.
• Identifying discrepancies or areas for improvement in legal frameworks governing femicide cases.

• Documenting good practices and strategies for improving the femicide data management system. The consultant will also be responsible for delivering an inception report, a summary report of findings, and facilitating a workshop for stakeholders.

Required Qualifications:
Candidates must possess a strong knowledge of gender equality and women's rights issues, excellent conceptual and analytical skills, and the ability to work collaboratively in a team environment. The consultant should demonstrate effective communication skills, initiative, and the ability to meet deadlines. Educational Background:
A Master’s degree in law, sociology, criminology, development studies, or a related field is required. Experience:
