The consultant will also collaborate with an international consultant to ensure the framework's effectiveness and generate historical femicide statistics. The overarching goal is to enhance the data management system for femicide cases and improve the judicial handling of such cases in Ethiopia.
Duties and Responsibilities: The consultant's responsibilities include:
Assessing the availability of intentional homicide data disaggregated by age, sex, and femicides.
Testing and adapting the Statistical Framework for Measuring Femicide in Addis Ababa and Dire Dawa.
Generating historical femicide statistics for the years 2020 to 202
Reviewing existing policies and legal definitions of femicide to understand classification and management processes.
Analyzing procedures for initiating femicide cases, including evidence collection and documentation.
Evaluating the decision-making processes of prosecutors and court rulings to identify strengths and challenges.
Identifying discrepancies or areas for improvement in legal frameworks governing femicide cases.
Highlighting challenges faced by justice sectors in managing femicide data and cases.
Documenting good practices and strategies for improving the femicide data management system. The consultant will also be responsible for delivering an inception report, a summary report of findings, and facilitating a workshop for stakeholders.
Required Qualifications: Candidates must possess a strong knowledge of gender equality and women's rights issues, excellent conceptual and analytical skills, and the ability to work collaboratively in a team environment. The consultant should demonstrate effective communication skills, initiative, and the ability to meet deadlines. Familiarity with virtual communication technologies and strong interpersonal skills are also essential. The role requires a commitment to integrity, professionalism, and respect for diversity.
Educational Background: A Master’s degree in law, sociology, criminology, development studies, or a related field is required.
