Job Overview:
The consultant will play a crucial role in supporting the Ngolia Women in Agriculture Cooperative Society (NWACS) in enhancing its governance, financial management, and overall organizational capacity. This position involves implementing recommendations from a comprehensive capacity assessment conducted by UN Women. The consultant will work closely with the UN Women team and NWACS management to develop robust systems and processes that improve the efficiency and effectiveness of NWACS's operations. The consultant will provide technical expertise to address key organizational issues and gaps, ensuring that the solutions are tailored to the specific needs of NWACS. The role requires active involvement in every stage of the process to ensure sustainability and empower the staff to maintain and build upon the changes made. The consultant will also facilitate a five-day workshop to foster knowledge retention and skills development within the organization.

Duties and Responsibilities:
The consultant's primary responsibilities include:
  • Providing technical expertise to address organizational issues and gaps identified in the capacity assessment.
  • Developing an organizational structure and organogram for NWACS.
  • Updating the organizational constitution to reflect current practices and governance standards.
  • Creating a finance and procurement manual that aligns with UN Women standards.
  • Drafting an Anti-Fraud Policy and ensuring it meets UN Women guidelines.
  • Documenting internal controls and procedures to enhance transparency and accountability.
  • Developing a PSEA (Protection from Sexual Exploitation and Abuse) Policy and Training Plan.
  • Establishing a Risk Management Policy and Procedures to mitigate potential risks.
  • Collaborating with NWACS management and staff throughout the process to ensure ownership and sustainability of the changes. 1
  • Providing hands-on support, mentoring, and coaching to NWACS staff in utilizing programmatic and financial documents and systems. 1
  • Ensuring that the changes are embedded into the organization's routine practices for long-term effectiveness.

Required Qualifications:
Candidates must possess proven experience in organizational development and systems strengthening, particularly within non-profit organizations. A strong background in financial management and policy development is essential, along with familiarity with UN Women standards. Candidates should demonstrate good organizational skills, attention to detail, and effective communication abilities. Leadership experience and a commitment to promoting knowledge management and a professional learning environment are also required. The ability to work collaboratively with diverse partners, including governments, donors, and civil society, is crucial. Proficiency in Microsoft Office applications and the ability to work harmoniously with individuals from varied cultures and professional backgrounds are necessary. Results-based management skills and in-depth knowledge of development issues are also important for this role.

Educational Background:
A Master’s degree or professional qualification in Accounting, Business Administration, Peace and Development, Human Rights, Public Administration, Social Sciences, or related fields is required. Alternatively, a first-level university degree combined with five additional years of qualifying experience may be accepted in lieu of the advanced degree. This educational background ensures that the consultant has the necessary theoretical knowledge and practical skills to effectively contribute to the organizational development of NWACS.

Experience:
Candidates should have a minimum of 8 years of relevant work experience in the field of gender equality and women's political empowerment. This includes proven experience working with women's civil society organizations (CSOs) or in the area of women, peace, and security" style="border-bottom: 1px dotted #007bff !important;">security. Experience collaborating with multi-stakeholder organizations, including governments, international NGOs, CSOs, and UN/multilateral/bilateral institutions, is essential. Candidates should have experience working in multicultural environments and possess sound knowledge of international standards on human rights and women's rights. Additionally, experience in implementing, monitoring, and evaluating development programs and projects is necessary, along with skills in designing governance structures and drafting constitutions that align with organizational values.

Languages:
Fluency in oral and written English is required for this position. A working knowledge of other UN languages is considered an asset, as it may enhance communication and collaboration with diverse stakeholders and partners.
