Job Overview:
The Programme Analyst will report to the Programme Coordinator for Humanitarian Action and Resilience, playing a crucial role in supporting program development and implementation within the humanitarian and disaster risk reduction sectors. The position involves engaging with country offices and HQ teams to ensure effective results-based management. The Analyst will contribute to enhancing UN Women’s response capacity in humanitarian contexts, focusing on gender-based violence in emergencies and the integration of gender considerations across humanitarian, development, and peacebuilding initiatives. This role requires collaboration with various stakeholders, including humanitarian agencies, NGOs, and regional institutions, to advance gender-responsive programming in the Asia-Pacific region.

Duties and Responsibilities:
The Analyst will provide secretariat support for the Asia-Pacific Gender in Humanitarian Action Working Group, implementing the regional workplan and enhancing knowledge sharing across networks. Responsibilities include expanding the WE Respond database of organizations led by women, girls, and LGBTQ individuals, building the capacity of UN Women’s Regional Office and Country Offices through training and technical support, and designing capacity-building initiatives. The Analyst will also provide technical assistance for humanitarian crises, support gender-responsive needs assessments, and contribute to monitoring and reporting on humanitarian programs. Additionally, the role involves enhancing communications and advocacy efforts related to gender-responsive humanitarian action.

Required Qualifications:
Candidates must possess a Master’s degree in gender studies, international affairs, social science, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. At least 2 years of progressively responsible experience in humanitarian or development program implementation, coordination, monitoring, and evaluation is required. Technical experience in inter-agency coordination, particularly in humanitarian action, is preferred. Candidates should demonstrate expertise in gender equality and women’s empowerment in humanitarian contexts, with experience in the UN system considered an asset.

Educational Background:
A Master’s degree in a relevant field such as gender studies, international affairs, or social science is required. Alternatively, a first-level university degree in similar fields along with two additional years of relevant experience may be accepted. This educational background is essential for understanding the complexities of gender issues and humanitarian action.

Experience:
The position requires at least 2 years of relevant experience in humanitarian or development program/project implementation, coordination, monitoring, and evaluation. Candidates should have a proven track record of engaging with diverse stakeholders, including civil society organizations and donors, and possess technical expertise in gender equality and women’s empowerment in humanitarian contexts. Experience working within the UN system is advantageous.

Languages:
Excellent command of written English is mandatory. Proficiency in other languages spoken in the Asia-Pacific region and UN languages is considered an asset, enhancing communication and collaboration with diverse stakeholders.

Additional Notes:
The contract period for this position is from 14 April 2025 to 15 January 2026, with the consultant expected to work 20 days per month. Payments will be based on the submission of monthly progress reports and the completion of deliverables, rather than the number of days worked.
