Job Overview: The Emergency Manager plays a crucial role in overseeing and leading the emergency response efforts of DRC Somalia. This position involves managing mobile emergency response teams and ensuring the effective delivery of emergency programs, particularly in areas with significant access challenges. The Emergency Manager will work closely with the director" style="border-bottom: 1px dotted #007bff !important;">Country Director and Head of Programme to develop and implement the emergency program strategy, ensuring that it aligns with DRC's overall mission and objectives. The role requires a strong focus on collaboration with local communities and other stakeholders to achieve project goals while mitigating risks associated with emergency response. The Emergency Manager is also responsible for transitioning emergency responses into longer-term resilience programming, thereby enhancing the sustainability of interventions.
Duties and Responsibilities: The Emergency Manager will be responsible for a wide range of duties, including but not limited to: operationalizing DRC Somalia’s Integrated First Line Response in IDP sites, ensuring compliance with Cluster Standards for sourcing and procurement of relief items, developing and monitoring operational plans for emergency response activities, and updating the Somalia Emergency Preparedness and Response Plan (EPRP) as necessary. The role involves identifying high-need geographical areas for assessment and response, coordinating with other emergency actors, overseeing cash and voucher assistance programming, and training teams in emergency response methodologies. Additionally, the Emergency Manager will lead proposal writing for emergency grants, ensure adherence to humanitarian principles, and maintain constructive relationships with local authorities and partners. Regular field visits to support staff and program implementation, as well as participation in key coordination meetings, are also essential responsibilities.
Required Qualifications: Candidates must possess a minimum of 3-5 years of experience leading teams in emergency, cash transfer programming (CTP), and livelihood programs, with at least 6 years of overall working experience in humanitarian contexts, particularly in complex emergencies and insecure environments. Essential skills include experience in rapid response mechanism (RRM) implementation, demonstrated leadership and team management capabilities, and relevant technical expertise in humanitarian programming areas such as multi-purpose cash assistance (MPCA), food security, WASH, and protection. Candidates should also have proven abilities in project management, financial oversight, and developing access strategies in challenging environments. Proficiency in common computer applications and financial software is required.
Educational Background: A relevant educational background is essential for this position, typically including a degree in humanitarian studies, international relations, social sciences, or a related field. Advanced degrees or specialized training in emergency management or humanitarian response are highly desirable and may enhance a candidate's suitability for the role.
Experience: The position requires substantial experience in humanitarian response, with a focus on emergency management and coordination. Candidates should have a proven track record of working in high-pressure environments and managing complex projects. Experience in Somalia or similar contexts is particularly advantageous, as it demonstrates familiarity with the local challenges and operational landscape.
Languages: Fluency in English is mandatory, as all communications and documentation will be conducted in this language. Knowledge of Somali or other relevant local languages is considered a strong asset, as it can facilitate better engagement with local communities and stakeholders.
Additional Notes: The contract for this position is for 12 months, with the possibility of extension based on funding availability. The role is classified under Employment Band Management F, and the work location is in Mogadishu, with travel required to field locations. The expected start date for this position is April 202
