Job Overview:
The Gender and Stakeholder Engagement Specialist will play a crucial role in the Indigenous Women and Girls – Leadership and Empowerment in Ancestral Domains (I-LEAD) Project, which aims to address the socio-economic disparities faced by Indigenous women and girls in the Philippines, particularly in Mindanao. The specialist will be responsible for conducting gender analyses, developing gender action plans, and ensuring that gender considerations are integrated into project strategies. The role also involves stakeholder engagement, where the specialist will map key actors, assess capacity needs, and develop stakeholder engagement plans to ensure inclusive participation in project development. The position requires a deep understanding of gender dynamics, indigenous rights, and community engagement processes, as well as the ability to provide expert inputs to project documentation and outputs.

Duties and Responsibilities:
The specialist will conduct technical studies and reviews, providing expert inputs to the review and finalization of site selection criteria, ensuring that gender-specific factors are considered. They will conduct comprehensive gender analyses to identify challenges and opportunities for Indigenous women and girls. The specialist will formulate the Inception Report and mandatory annexes, develop a Gender Action Plan, and ensure integration of gender analysis findings into project strategies. Additionally, they will conduct stakeholder mapping, analyze existing policies related to indigenous rights and gender equality, and develop a Stakeholder Engagement Plan. The role also includes advising on gender-responsive approaches to community consultations and ensuring inclusivity in stakeholder engagement processes.

Required Qualifications:
Candidates must possess a strong background in gender studies, social sciences, or a related field. They should have experience in gender analysis, stakeholder engagement, and project management. Familiarity with indigenous rights and gender equality frameworks is essential. The ideal candidate will have excellent analytical and communication skills, with the ability to work collaboratively with diverse stakeholders. Proficiency in project documentation and reporting is also required, along with a commitment to promoting gender equality and social inclusion.

Educational Background:
A master's degree in gender studies, social sciences, international development, or a related field is required. Candidates with a bachelor's degree and significant relevant experience may also be considered. Additional certifications in gender analysis or stakeholder engagement will be an advantage.

Experience:
The position requires at least 5 years of professional experience in gender analysis, stakeholder engagement, or related fields. Experience working with indigenous communities and knowledge of the socio-economic challenges they face is highly desirable. Candidates should have a proven track record of successfully implementing gender-focused projects and engaging with diverse stakeholders, including government agencies, NGOs, and community organizations.

Languages:
Fluency in English is mandatory, both written and spoken. Proficiency in Filipino or other local languages spoken in Mindanao is highly desirable, as it will facilitate communication with local communities and stakeholders. Knowledge of additional languages relevant to the region may also be beneficial.

Additional Notes:
This position is offered as an individual contractor role under the UNDP procurement process. The contract duration and specific terms will be discussed during the selection process. The role is full-time and may involve travel to project sites in Mindanao. Compensation will be commensurate with experience and qualifications, and the position is open to both national and international candidates.
