Job Posting Organization:
The job is located within the Haiti Team of the Americas Division of the Department of Political and Peace Building Affairs (DPPA) and the Department of Peace Operations (DPO) of the United Nations. The Americas Division is dedicated to preventing conflict, mediation, and sustaining peace across the region. It is structured into three sub-regional teams and two field-mission backstopping teams, each led by a Team Leader, supported by Desk Officers and Team Assistants. The division is overseen by a Director and Deputy-Director, ensuring strategic priorities are met in relation to various countries and regional organizations in the Western Hemisphere. The Haiti Team specifically provides support to the UN special political mission in Haiti (BINUH).

Job Overview:
The Political Affairs Officer (P4) plays a crucial role in monitoring and analyzing political developments and operational activities related to the mandate of BINUH, with a strong emphasis on gender-sensitive analysis and the inclusion of vulnerable and marginalized communities in political processes. The officer is responsible for reviewing information pertinent to Haiti, preparing timely responses to issues raised in the field and at headquarters, and making recommendations for action. This position requires drafting various documents, including reports for the Secretary-General and briefing notes for senior officials, while also promoting gender perspectives in all activities and reporting. The officer will engage with a wide range of actors, including members of the security" style="border-bottom: 1px dotted #007bff !important;">Security Council and regional organizations, to support political processes and enhance women's participation in peace and security efforts in Haiti.

Duties and Responsibilities:
The Political Affairs Officer will undertake several key responsibilities, including: monitoring and analyzing political developments related to BINUH's mandate; reviewing situation reports and other relevant information; preparing responses to inquiries from various sources; drafting and reviewing documents such as reports and press releases; participating in missions and drafting related reports; and promoting gender-sensitive approaches in all activities. The officer will also provide advice to senior officials on increasing women's political participation in Haiti and formulate proposals for UN support in this area. The role requires collaboration with colleagues and stakeholders to achieve organizational goals and ensure effective communication and coordination across various units and agencies.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in political science, international relations, international economics, law, public administration, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. The position demands a strong understanding of political processes and the ability to analyze complex situations effectively.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in political science, international relations, international economics, law, public administration, or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree, indicating flexibility in educational requirements based on relevant experience.

Experience:
A minimum of seven years of progressively responsible experience in political science, international relations, law, economics, development management, conflict resolution, public affairs, or a related area is required. Candidates should have experience working in a United Nations common system field operation or a similar international or non-governmental organization in a conflict or post-conflict setting. Experience in drafting reports for intergovernmental bodies or international organizations is essential, along with experience supporting political processes such as consensus building and constitutional reform. Familiarity with Haiti, either in-country or at the organizational HQ level, is desirable, as is experience in gender-sensitive political and conflict analysis.

Languages:
Fluency in English is required, as it is one of the working languages of the United Nations Secretariat. Knowledge of French is desirable, reflecting the bilingual nature of the UN's operations and the importance of engaging with diverse stakeholders in the region.
