The Water, Environment and Climate (WEC) portfolio is part of the UNOPS Global Portfolio Office, based in Vienna with global offices. Job Overview:
The NDC Partnership in Country Facilitator will act as the primary liaison between Seychelles and the NDC Partnership, facilitating coordination among various stakeholders to ensure effective implementation of the Nationally Determined Contributions (NDC). This role involves supporting the Ministry of Agriculture, Climate Change and Environment in resource mobilization and monitoring NDC implementation. The facilitator will work closely with the NDC Partnership Regional Manager and various ministerial offices, ensuring that the country’s climate action strategies are effectively operationalized. The position is home-based, requiring the incumbent to utilize their own equipment and software, and is a local position, meaning candidates must be nationals of Seychelles or hold a valid residence permit.

Duties and Responsibilities:
The incumbent will be responsible for coordinating communication with key stakeholders, ensuring that relevant information regarding NDC Partnership engagement is shared effectively. They will facilitate periodic coordination meetings among partners, organize meetings to monitor the implementation of the NDC, and collaborate with the NDC Partnership Support Unit to manage and update the Implementation Plan. The facilitator will also create an Annual Work Plan, support the government in mobilizing resources for NDC implementation, and track the progress of the Implementation Plan. They will prepare quarterly reports summarizing insights and challenges, and assist in organizing NDC-related events and dialogues.

Required Qualifications:
Candidates must possess at least 5 years of experience in climate/environment and sustainable development, particularly within Seychelles. They should have demonstrable experience in climate change tasks, including mitigation and adaptation actions, energy policy, and results-based management. Familiarity with UNFCCC processes and experience in facilitating NDC implementation are considered assets. Strong skills in managing diverse stakeholder groups and excellent communication abilities are essential.

Educational Background:
An advanced degree in public policy (climate/environment), economics, public finance, sustainable development, or a related field is required. A first-level university degree with additional relevant experience may be accepted in lieu of an advanced degree.

Experience:
The position requires a minimum of 5 years of relevant experience in climate/environment and sustainable development, particularly in Seychelles. Candidates should have a strong background in climate change initiatives, including mitigation and adaptation strategies, and experience working with government policies and legal frameworks.

Languages:
Proficiency in English is mandatory. Knowledge of an additional UN language is advantageous.

This is a local ICA retainer contract for a duration of 1 year, with a maximum of 220 working days and the possibility of extension based on performance and funding availability.
