The FTU specifically focuses on providing technological support to enhance the operational capabilities of the UN missions, ensuring that they can effectively carry out their mandates in challenging environments.

Job Overview:
The Information Systems Assistant will play a crucial role in supporting the planning and execution of information systems projects within the UN mission in Libya. This position requires a proactive approach to managing the complexities of information systems, including the analysis, design, development, testing, and implementation of new systems. The incumbent will work closely with various stakeholders to ensure that the information systems align with the mission's operational needs. The role also involves budget management, technical specifications development for procurement, and contract administration, ensuring that all projects are completed within budget and meet the required standards. The assistant will also be responsible for maintaining existing systems, providing user support, and developing training materials to enhance staff capabilities in using these systems. Overall, this position is integral to the mission's success in leveraging technology to improve operational efficiency and effectiveness.

Duties and Responsibilities:
The Information Systems Assistant will be responsible for a wide range of duties, including: assisting with the planning and monitoring of information systems projects; managing the Information Systems budget; developing technical specifications for procurement; handling contract administration; supporting the development of global innovation systems projects; implementing information systems standards and guidelines; providing user support and troubleshooting; developing training materials; assisting with disaster recovery planning; researching and evaluating new technologies; writing reports on systems-related topics; mentoring and supervising unit personnel; and conducting feasibility studies and project planning for new technologies. The assistant will also participate in the design and commissioning of various networks and systems, ensuring that they meet the mission's operational requirements.

Required Qualifications:
Candidates must possess a high school diploma or equivalent, with additional training or certifications in computer science, information systems, mathematics, or related fields being desirable. A technical or vocational certificate in Microsoft Office 365 applications is also preferred. Relevant training in Network Security and familiarity with UMOJA and iNeed systems are advantageous. Candidates should demonstrate a strong understanding of administrative, budgetary, financial, procurement, and human resources policies and procedures, as well as the ability to provide specialized advice on ICT issues to senior management.

Educational Background:
A high school diploma is required, with additional qualifications in computer science, information systems, or related fields being highly desirable. Training in Microsoft Office 365 applications, network security, and relevant systems is also preferred, indicating a strong foundation in the technical skills necessary for the role.

Experience:
Candidates must have at least eight years of progressively responsible experience in Information Systems and Technology or related areas. Experience in managing ICT services and support is essential, along with familiarity with UMOJA and iNeed systems. Candidates should also have experience in creating Office 365 power applications and working with SAP applications related to enterprise resource planning. A minimum of two years in a 3rd Line role specializing in network support is desirable, as well as experience in conflict or post-conflict settings, particularly within the UN or comparable organizations.

Languages:
Fluency in English is required for this position, as it is one of the working languages of the United Nations. Knowledge of Arabic is considered desirable, enhancing communication capabilities within the diverse environment of the UN.
