Job Overview:
The position of Consultant for conducting a National Situational Analysis on Volunteerism is integral to the Government of Nigeria's initiative to prepare its Voluntary National Review (VNR) for 202
  • This consultancy aims to enhance the recognition and integration of volunteer contributions towards achieving the 2030 Agenda. The consultant will be responsible for conducting a comprehensive analysis that includes qualitative and quantitative assessments of volunteerism in Nigeria, focusing on its impact on the Sustainable Development Goals (SDGs). The role requires collaboration with various stakeholders, including the UN Country Team Task Force, to ensure that the analysis is thorough and reflective of the current state of volunteerism in the country. The consultant will also be expected to provide recommendations that will inform the VNR process, thereby contributing to national policies and strategies related to volunteerism and civic engagement.

Duties and Responsibilities:
The consultant will undertake several key responsibilities, including:
  • Conducting a situational analysis of volunteerism in Nigeria, focusing on the normative and policy environment, including relevant laws, regulations, and national development plans.
  • Evaluating existing volunteering solutions, initiatives, and programs, and their relationship to the policy environment.
  • Collecting and analyzing data on volunteers' contributions to the SDGs, including at least five examples of volunteer work related to specific goals.
  • Assessing the impact of volunteerism through data relevant to implementation and monitoring.
  • Providing a brief evaluation of the information gathered from various entities, including budget allocations for volunteering and the status of registered voluntary organizations.
  • Identifying challenges and opportunities for enhancing civic engagement and participation through volunteerism.
  • Formulating recommendations for the VNR based on the findings of the situational analysis.
  • Compiling relevant datasets that can support the analysis and future planning.

Required Qualifications:
Candidates must possess a strong background in qualitative and quantitative analysis, particularly in the context of development evaluations and the Sustainable Development Goals (SDGs). A deep understanding of volunteerism and civic engagement is essential. The consultant should have experience working with governmental and non-governmental organizations, particularly in the context of policy review and development. Strong analytical skills, the ability to synthesize complex information, and excellent communication skills are required. Familiarity with the UN system and its processes, particularly regarding volunteerism, will be an advantage.

Educational Background:
A master's degree in social sciences, development studies, public policy, or a related field is required. Candidates with a PhD or equivalent experience in relevant areas will be given preference. Additional certifications or training in data analysis, evaluation methodologies, or volunteer management will be beneficial.

Experience:
The consultant should have a minimum of 5 years of relevant professional experience in conducting situational analyses, evaluations, or research related to volunteerism, civic engagement, or sustainable development. Experience working with international organizations, particularly the UN, is highly desirable. Proven track record of engaging with diverse stakeholders, including government agencies, civil society organizations, and community groups, is essential.

Languages:
Fluency in English is mandatory, as all reports and communications will be conducted in English. Knowledge of local languages spoken in Nigeria will be considered an asset, as it may facilitate engagement with local stakeholders and communities.

Additional Notes:
The consultancy is expected to last from March 15 to June 14, 2025, with a total of 30 working days over this three-month period. This position is classified as an individual contractor role, and the consultant will be expected to submit proposals directly through the UNDP supplier portal. The deadline for proposal submission is set for March 3, 2025, at 11:54 PM New York time. The consultant will work remotely but may be required to engage with stakeholders in Nigeria as necessary.
