Job Posting Organization: The United Nations Office for Disaster Risk Reduction (UNDRR) was established in December 1999 and serves as the designated focal point within the United Nations system for coordinating efforts to reduce disaster risks. Job Overview: The Risk Knowledge Expert will play a crucial role in strengthening the application of risk knowledge in Comoros. This consultancy position is focused on generating and applying risk, loss, and damage data to support early warning and early action initiatives. The consultant will engage in consultations with national authorities involved in the early warning and early action value chain, aiming to produce key outcomes such as recommendations for an operational framework and mechanisms for producing, updating, accessing, and utilizing risk, loss, and damage data. The consultant will also identify technical assistance needs and develop follow-up support strategies in collaboration with government, development, and humanitarian partners. This position is based in Comoros and will be supervised by the Risk Knowledge Programme Management Officer in UNDRR's Regional Office for Arab States (ROAS).
Duties and Responsibilities: The consultant will work closely with national agencies to evaluate and identify opportunities for enhancing the production, access, and use of risk information and disaster loss and damage data. Specific duties include: supporting the finalization of the Early Warning System (EWS) Roadmap and Action Plan; assessing the current landscape of risk information and disaster loss and damage data; identifying gaps, challenges, and opportunities; mapping key agencies and stakeholders involved in risk information production; reviewing information management platforms and tools used by government agencies; documenting current approaches and methodologies for multi-hazard assessments; proposing a framework to enhance risk information production and access; defining standards and protocols for data management; developing a capacity-building plan for national agencies; facilitating validation workshops; and establishing an implementation plan with a monitoring and evaluation system to assess the effectiveness of the proposed framework.
Required Qualifications: Candidates must possess an advanced university degree in disaster risk management or a relevant field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A minimum of five years of experience in early warning systems, disaster risk reduction, or relevant humanitarian or development work is required. Desirable qualifications include experience in information management, data analysis, statistics, risk modeling, or post-disaster loss and damage assessment, as well as familiarity with the national context of Early Warning Systems (EWS) and Disaster Risk Reduction (DRR). Experience working with the UN or similar international organizations in areas related to early warning, disaster risk reduction, emergency preparedness, response, and recovery is also desirable.
Educational Background: An advanced university degree in disaster risk management or a related field is required for this position. In cases where candidates hold a first-level university degree, they must also have two additional years of qualifying experience to be considered equivalent to the advanced degree requirement.
Experience: The position requires a minimum of five years of relevant experience in early warning systems, disaster risk reduction, or related humanitarian or development work. Candidates with experience in information management, data analysis, statistics, risk modeling, or post-disaster loss and damage assessment will be preferred. Additionally, experience in the national context of Early Warning Systems (EWS) or Disaster Risk Reduction (DRR) is desirable, as is experience working with the United Nations or similar international organizations.
Languages: Fluency in both English and French is required for this consultancy position, as these are the working languages of the United Nations Secretariat. Proficiency in these languages is essential for effective communication and collaboration with stakeholders and partners.
