Job Overview:
The HR Business Officer position within the Department of Human Resources and Talent Management (HRT) is pivotal in shaping and implementing effective human resources strategies that align with the organization's objectives. The incumbent will be responsible for developing workforce plans, ensuring optimal utilization of human resources, and providing expertise in job design and classification. This role requires a proactive approach to talent acquisition, advising on entitlements and benefits, and supporting performance and career progression within the client group. The HR Business Officer will collaborate closely with management to attract and retain talent, ensuring a robust succession planning process that supports staff development and organizational continuity. The position also involves contributing to HR analytics and workforce reports, enhancing HR documentation, and leading various HR initiatives to improve operational efficiency and effectiveness.

Duties and Responsibilities:
The HR Business Officer will carry out a range of duties, including but not limited to:
  • Developing and implementing workforce strategic plans that align with organizational goals.
  • Providing expertise in job design and classification to ensure accurate placement of positions.
  • Leading recruitment and selection processes, ensuring adherence to WHO policies and promoting diversity.
  • Advising on entitlements and benefits, ensuring compliance with WHO regulations.
  • Supporting performance management and career progression initiatives.
  • Collaborating with HR Business Partners and counterparts to address HR-related matters.
  • Compiling and analyzing HR data to support evidence-based decision-making.
  • Assisting in the implementation of HR projects and initiatives, ensuring timely execution.
  • Participating in task forces and working groups as needed. 1
  • Performing all other related duties as assigned.

Required Qualifications:
Candidates must possess a first-level university degree in human resources management, public or business administration, law, social sciences, or related fields. A Master's degree in human resources management or a related field is desirable. Essential qualifications include at least five years of progressive experience in human resources management, with a focus on talent management or administrative law. Proven experience in providing advice to senior management and working in emergency contexts is required. Desirable qualifications include HR experience in the UN system or a multinational environment, with a minimum of two years of international experience in human resources management.

Educational Background:
The educational background required for this position includes a first-level university degree in human resources management, public or business administration, law, social sciences, or other related fields. A Master's degree in human resources management, public or business administration, or law is considered desirable and may enhance a candidate's application.

Experience:
The position requires at least five years of progressive experience in human resources management, with international exposure. Candidates should have a strong focus on talent management and administrative law, along with proven experience in advising senior management teams. Experience in emergency situations and handling sensitive cases is essential, while HR experience within the UN system or a multinational environment is highly desirable. Candidates should also have a minimum of two years of international experience in the field of human resources management.

Languages:
The essential language requirement for this position is proficiency in English. Knowledge of additional languages, particularly those relevant to the WHO's work, is considered desirable and may enhance a candidate's application.

The position offers a competitive salary starting at USD 71,335, with additional benefits including a variable post adjustment reflecting the cost of living, 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
