Job Overview:
The position involves the development of an Information Technology Policy specifically tailored for the Judiciary of Zambia. This role is crucial as it aims to enhance the efficiency and effectiveness of judicial processes through the integration of technology. The contractor will be expected to conduct a thorough analysis of the current IT landscape within the judiciary, identify gaps, and propose a comprehensive policy that aligns with international best practices. The contractor will also engage with various stakeholders within the judiciary to ensure that the policy meets the needs of the system and its users. This assignment is expected to last for a period of 10 months, during which the contractor will be responsible for delivering a finalized policy document that can be implemented by the judiciary.

Duties and Responsibilities:
The contractor will be responsible for the following duties:
  • Conducting a comprehensive assessment of the existing IT infrastructure and policies within the Judiciary of Zambia.
  • Engaging with key stakeholders, including judges, court staff, and IT personnel, to gather insights and requirements for the new policy.
  • Researching best practices in IT policy development from other jurisdictions and adapting them to the Zambian context.
  • Drafting the Information Technology Policy document, ensuring it addresses all necessary components such as data management, cybersecurity, and user access.
  • Presenting the draft policy to stakeholders for feedback and making necessary revisions based on their input.
  • Finalizing the policy document and preparing a presentation for the judiciary to facilitate its adoption.
  • Providing ongoing support and guidance during the implementation phase of the policy.

Required Qualifications:
Candidates must possess a strong background in information technology, public policy, or a related field. A proven track record in developing IT policies or strategies, particularly within governmental or judicial contexts, is essential. Additionally, candidates should demonstrate excellent analytical and communication skills, with the ability to engage effectively with diverse stakeholders. Familiarity with the Zambian legal and judicial system will be considered an asset. Candidates should also have experience in project management and the ability to work independently and meet deadlines.

Educational Background:
A minimum of a bachelor’s degree in Information Technology, Computer Science, Public Policy, or a related field is required. A master’s degree in a relevant discipline will be considered an advantage. Professional certifications in IT governance or policy development may also be beneficial.

Experience:
Candidates should have at least 5 years of relevant professional experience in information technology policy development, with a focus on public sector or judicial systems. Experience working with international organizations or governmental bodies will be highly regarded. Proven experience in stakeholder engagement and project management is also necessary to ensure successful policy development and implementation.

Languages:
Fluency in English is mandatory, as all documentation and communication will be conducted in English. Knowledge of local languages spoken in Zambia may be considered an asset, as it could facilitate better engagement with local stakeholders.

Additional Notes:
This position is for a fixed-term contract lasting 10 months. It is a full-time role, and the contractor will be expected to work closely with the judiciary and other stakeholders throughout the duration of the assignment. Compensation will be commensurate with experience and qualifications, and benefits may include allowances for travel and accommodation if required.
