Job Overview: The position involves providing consultancy services for the regulation of the functioning of the Plenary of the Electoral Justice Tribunal (TJE) of Honduras. The consultant will be responsible for developing a comprehensive regulatory framework that ensures the effective operation of the TJE. This includes analyzing existing legal frameworks, identifying gaps, and proposing necessary amendments or new regulations. The consultant will work closely with stakeholders, including government officials, electoral authorities, and civil society organizations, to gather input and ensure that the proposed regulations are inclusive and effective. The consultancy is expected to last for two months, starting from the date of contract signing, and the consultant will be required to deliver a final report outlining the proposed regulations and recommendations for implementation.
Duties and Responsibilities:
Conduct a thorough analysis of the current legal and regulatory framework governing the TJE.
Identify gaps and areas for improvement in the existing regulations.
Engage with key stakeholders to gather insights and feedback on the functioning of the TJE.
Develop a comprehensive set of regulations that govern the operations of the TJE, ensuring alignment with international standards and best practices.
Prepare a detailed report that outlines the proposed regulations, including justifications for each recommendation.
Present findings and recommendations to relevant stakeholders, including government officials and electoral authorities.
Provide ongoing support and clarification during the implementation phase of the proposed regulations.
Ensure that all deliverables are completed within the specified timeline and meet the quality standards set by UNDP.
Required Qualifications:
Proven experience in legal consultancy, particularly in the area of electoral law and governance.
Strong understanding of the electoral processes and legal frameworks in Honduras.
Excellent analytical and research skills, with the ability to synthesize complex information into clear and actionable recommendations.
Strong communication skills, both written and verbal, with the ability to engage effectively with diverse stakeholders.
Demonstrated ability to work independently and manage multiple tasks effectively.
Familiarity with international standards and best practices in electoral governance.
Educational Background: A minimum of a Master's degree in Law, Political Science, Public Administration, or a related field is required. Additional certifications or training in electoral law or governance will be considered an asset.
Experience: A minimum of 5 years of relevant professional experience in legal consultancy, with a focus on electoral law and governance. Experience working with international organizations or governmental bodies in similar roles is highly desirable.
Languages: Fluency in Spanish is mandatory, as all work will be conducted in this language. Proficiency in English is considered an asset, particularly for engaging with international stakeholders and accessing relevant literature.
Additional Notes: The consultancy is expected to be for a duration of two months, starting from the date of contract signing. This position is classified as an individual contractor role, and the consultant will be expected to work on a full-time basis during the consultancy period. Compensation will be based on the consultant's qualifications and experience, in accordance with UNDP's policies. The consultant will be required to submit a detailed proposal outlining their approach to the consultancy, including a timeline and budget.
