Job Overview:
The Project Coordinator will play a crucial role in coordinating efforts with EMGIRS-EP to align project outcomes with the new solid waste management model and the objectives of the current Metropolitan Development and Land Use Plan. This position requires continuous communication with the technical and administrative team of the project, as well as with UNDP, to ensure the approval of the Multiannual Work Plan, Annual Operational Plans (POA), and procurement plans by the Project Steering Committee. The Coordinator will establish detailed work plans based on the project's objectives and goals, considering identified risks and executing necessary actions to mitigate them. Additionally, the role involves developing and coordinating the stakeholder engagement plan to analyze potential adverse impacts and affirmative actions, particularly concerning the vulnerability of informal women recyclers in the city. The Coordinator will also be responsible for monitoring project expenses and acquisitions, ensuring transparency and value for money, and validating quarterly and annual Combined Disbursement Reports (CDR) in close coordination with the project's financial administration. Furthermore, the Coordinator will ensure alignment of project results with UNDP's Strategic Plan, Country Programme Document, and Gender Strategy, while executing the project's monitoring and evaluation system according to UNDP and EMGIRS-EP guidelines.

Duties and Responsibilities:
  • Coordinate with EMGIRS-EP to ensure project results align with the new solid waste management model and the current Metropolitan Development and Land Use Plan.
  • Maintain continuous communication with the technical and administrative project team and UNDP regarding the Multiannual Work Plan, Annual Operational Plans (POA), and procurement plans for approval by the Project Steering Committee.
  • Establish detailed work plans based on project objectives and goals, considering identified risks and executing actions to mitigate them.
  • Develop and coordinate the stakeholder engagement plan to analyze potential adverse impacts and affirmative actions, particularly for vulnerable women recyclers.
  • Propose and monitor project expenses and acquisitions, ensuring transparency and value for money.
  • Validate quarterly and annual Combined Disbursement Reports (CDR) in coordination with the project's financial administration.
  • Ensure alignment of project results with UNDP's Strategic Plan, Country Programme Document, and Gender Strategy.
  • Execute the project's monitoring and evaluation system, ensuring timely collection and analysis of performance indicators.
  • Perform other functions necessary for the efficient operation of the Office and the Organization.

Required Qualifications:
  • A Master's degree in environmental management and/or solid waste management is required, or a Bachelor's degree in environmental management, agro-industrial engineering, environmental engineering, or related fields, combined with two additional years of relevant experience.
  • Proficiency in computer tools (Microsoft Project/Office/Open Office and internet).
  • Knowledge of municipal solid waste management plans, project management, and financial management.
  • Understanding of circular economy principles.

Educational Background:
A Master's degree in environmental management and/or solid waste management is required. Alternatively, a Bachelor's degree in environmental management, agro-industrial engineering, environmental engineering, or related fields, combined with two additional years of relevant experience, will be considered in lieu of a Master's degree.

Experience:
Applicants with a Master's degree in a relevant field do not need professional work experience. Applicants with a Bachelor's degree or engineering degree must have a minimum of two (2) years of relevant professional experience in environmental management and compliance, including monitoring and supervising technical and administrative staff.

Languages:
Fluency in Spanish is required. Knowledge of additional languages may be considered an asset.

Additional Notes:
The Project Coordinator will be based in Quito at the EMGIRS-EP offices. The project activities do not foresee travel to other cities or outside the country; however, if official travel is required, all related expenses will be covered by the project. The net monthly salary for this position is USD 2,738.53 plus 8.33% (social security" style="border-bottom: 1px dotted #007bff !important;">security contribution).
