Job Overview:
The consultant will be responsible for providing expert advice to the Ministry of Cultures, Arts, and Heritage of Chile (MINCAP) regarding the estimation of cultural expenditure by the government. This role involves analyzing existing budget classifiers and their alignment with the Central Product Classification (CPC). The consultant will also assist in determining the effective cultural consumption by households, particularly focusing on non-profit institutions serving households and the treatment of data from household surveys conducted in Chile. Additionally, the consultant will develop a work plan for measuring Chile's patrimonial account and participate remotely in technical meetings related to the CEPAL-MINCAP agreement. The expected outcome of this consultancy is a synthesis document containing recommendations on product and industry correspondences, defining characteristic cultural products in Chile, and methodological treatment of available sources.

Duties and Responsibilities:
The consultant will undertake the following duties and responsibilities:

• Advise the Ministry of Cultures, Arts, and Heritage of Chile (MINCAP) on identifying sources for estimating government cultural expenditure, including analyzing budget classifiers and their correspondence with the Central Product Classification (CPC).
• Provide guidance to MINCAP on estimating effective cultural consumption by households, focusing on non-profit institutions that serve households (ISFLSH) and the treatment of information from household surveys conducted in Chile.
• Assist MINCAP in developing a work plan for measuring Chile's patrimonial account.
• Participate remotely in technical meetings held under the CEPAL-MINCAP agreement.
• Prepare progress reports detailing the work completed and any findings or recommendations made during the consultancy.

Required Qualifications:
The consultant must possess a university degree in economics or statistics. A minimum of three years of professional experience in cultural statistics is required. The candidate should demonstrate strong analytical skills and the ability to work independently while also collaborating with various stakeholders.

Educational Background:
A university degree in economics or statistics is mandatory for this position. This educational background is essential to ensure the consultant has the necessary knowledge and skills to analyze cultural expenditure and consumption effectively.

Experience:
The position requires at least three years of relevant work experience in cultural statistics. This experience should include familiarity with statistical methods and the ability to analyze data related to cultural expenditure and consumption. The candidate should also have experience working with government agencies or international organizations in a similar capacity.

Languages:
