Job Overview:
The National Programme Officer position is situated within the Response and Recovery Unit of the Disaster and Conflict Branch at UNEP, specifically focusing on the project titled 'Unlocking short and long-term solutions for green and resilient energy in Ukrainian cities.' The role involves close collaboration with the Ministry of Energy, the Ministry of Environment, and local government partners to ensure effective communication and data collection for the successful implementation of project activities. The officer will provide substantive support in both Ukrainian and English, monitor urban energy initiatives, and facilitate information flows between UNEP Cities and IRENA. The position requires a proactive approach to project management, stakeholder engagement, and the ability to adapt strategies based on evolving policy and regulatory landscapes.

Duties and Responsibilities:
The National Programme Officer will be responsible for managing and coordinating project activities, ensuring compliance with rules and regulations, and documenting project progress. Key duties include:
  • Implementing project activities by mobilizing goods and services;
  • Preparing reports and documentation related to the project;
  • Supporting partnership activities at the project level;
  • Monitoring and documenting urban energy initiatives;
  • Providing updates on policy and regulatory developments;
  • Facilitating information flows and overseeing project implementation;
  • Conducting site visits for project monitoring;
  • Organizing project-related events and capacity-building activities;
  • Supporting financial monitoring and identifying operational problems; 1
  • Liaising with UNEP and IRENA staff on project progress; 1
  • Maintaining project records and preparing completion reports; 1
  • Participating in local and international expert group meetings; 1
  • Contributing to the preparation of project reports and documents; 1
  • Supporting communication with donors and stakeholders; 1
  • Identifying challenges in urban energy and compiling best practices; 1
  • Supporting the development of policies and institutions in collaboration with local authorities; 1
  • Organizing training for project staff; 1
  • Collaborating with IRENA on feasibility studies and investment strategies for renewable energy projects.

Required Qualifications:
Candidates must possess a Master’s degree or a Bachelor’s degree in Energy Engineering, Urban Development, Environment, Public Administration, Economics, Political Sciences, Social Sciences, or a related field. A minimum of three years of relevant experience at the national or international level in project/programme implementation in sustainable development or a related area is required for those with a Master’s degree. For candidates with a Bachelor’s degree, a minimum of five years of relevant experience is necessary. Additional qualifications may include prior experience working with government institutions and international organizations, which will be considered an asset.

Educational Background:
The educational background required for this position includes a Master’s degree or Bachelor’s degree in relevant fields such as Energy Engineering, Urban Development, Environment, Public Administration, Economics, Political Sciences, or Social Sciences. Candidates with a university degree in Energy or Urban Development combined with additional qualifying experience may also be considered.

Experience:
The position requires a minimum of three years of relevant experience for candidates with a Master’s degree or five years for those with a Bachelor’s degree. Experience in project/programme implementation in sustainable development or related fields is essential. Prior experience working with government institutions and international organizations is advantageous and will be viewed favorably during the selection process.

Languages:
Fluency in English and Ukrainian is mandatory for this position. Proficiency in additional languages may be considered an asset but is not explicitly required.
