Job Overview:
The Procurement Officer position is crucial for the FAO Representation in Liberia, where the incumbent will be responsible for overseeing and coordinating procurement operations. This role involves ensuring that procurement processes are compliant with FAO's established rules and procedures, thereby facilitating efficient and timely procurement of goods and services. The officer will work closely with various stakeholders, including managers, staff, and suppliers, to maintain high standards of procurement support services. The position requires a proactive approach to managing procurement requests, ensuring that all actions are completed in accordance with relevant policies, and providing guidance throughout the procurement cycle. The officer will also be responsible for preparing and reviewing procurement documentation, conducting evaluations, and maintaining accurate records of procurement activities.

Duties and Responsibilities:
The duties and responsibilities of the Procurement Officer include: reviewing and analyzing procurement requests for completeness; overseeing procurement processes to ensure timely completion; preparing tender documents and issuing tenders; evaluating bids and following up with suppliers; drafting contracts and amendments; providing secretariat support to procurement committees; advising requisitioning units on procurement issues; convening weekly procurement update meetings; ensuring the annual procurement plan is submitted and updated; preparing procurement monitoring reports; maintaining a filing system for Purchase Orders and Contracts; providing quality assurance for Letters of Agreement; preparing documentation for LOAs; acting as a contact person for LOAs submitted to HQ; and performing any other duties as required.

Required Qualifications:
Candidates must possess a Master’s degree in procurement, supply chain management, public/business administration, or a relevant field. Additionally, a minimum of five years of relevant experience in procurement, including leadership and supervisory responsibilities, is required. A working knowledge of English is essential, and candidates must be nationals of Liberia.

Educational Background:
The educational background required for this position includes a Master’s degree in a relevant field such as procurement, supply chain management, or public/business administration. It is important that the degree is obtained from an institution accredited or recognized in the World Higher Education Database (WHED).

Experience:
Candidates should have at least five years of relevant experience in procurement, with a focus on leadership and supervision. Experience in managing procurement processes within public or international organizations is highly valued, particularly in contexts involving international donor projects.

Languages:
A working knowledge of English is mandatory for this position. Proficiency in additional languages may be considered an asset but is not explicitly required.
