Job Overview: The primary objective of the Assistant for Monitoring and Evaluation is to contribute to the implementation of activities and products of the respective Unit. This role involves supporting the planning, monitoring, and evaluation of projects within the Programme area, interacting with various teams and stakeholders as required. The Assistant will aid Programme teams in proper planning and monitoring of projects through to closure, including the preparation and review of annual work plans and their updates in the Quantum system to ensure coherence between information sources. The role also includes reviewing, updating, and systematizing project monitoring frameworks and results indicators for integrated tracking, ensuring quality while applying the organization's methodologies and approaches. The Assistant will support administrative management and financial tracking of project execution concerning annual execution targets, including operational and financial closure. Additionally, the role involves collecting, analyzing, and presenting information for Programme monitoring and evaluation, identifying information gaps for tracking and achieving results, and managing the Programme archive to ensure the availability and usability of key information. The Assistant will also support the implementation of the Office's Evaluation Plan and assist in identifying and managing project risks, lessons learned, and other key components for monitoring and evaluation, sharing these insights with the Office. The incumbent will perform other functions within their functional profile deemed necessary for the efficient operation of the project, Office, and Organization.
Duties and Responsibilities:
Support Programme teams in planning and monitoring projects until closure, including the preparation and review of annual work plans and updates in the Quantum system.
Review, update, and systematize project monitoring frameworks and results indicators for integrated tracking, ensuring quality and adherence to organizational methodologies.
Assist in administrative management and financial tracking of project execution in relation to annual execution targets, including operational and financial closure.
Collect, analyze, and present information for Programme monitoring and evaluation, identifying information gaps for tracking and achieving results.
Manage and maintain the Programme archive to ensure the availability and usability of key information.
Support the management and implementation of the Office's Evaluation Plan.
Assist in identifying and managing project risks, lessons learned, and other key components for monitoring and evaluation.
Share insights and learnings with the Office to promote continuous improvement and impact.
Perform other necessary functions for the efficient operation of the project, Office, and Organization.
Proficiency in management platforms (ERP) and remote work tools such as Microsoft Teams or Zoom.
Advanced skills in Microsoft Office tools: Word, Excel, PowerPoint, Power BI, and Outlook.
Experience in monitoring and evaluation methodologies and approaches, including the design/application of quantitative instruments and data analysis.
Educational Background:
Completion of secondary education is required.
A university degree (Bachelor's degree) in relevant fields such as Management, Administration, Public Administration, Political Science, Social Sciences, Economics, Statistics, International Relations, Development, or a related field is preferred but not mandatory.
Additional qualifications such as specialization courses, postgraduate studies, or certifications in relevant areas will be considered an advantage.
Experience:
A minimum of 5 years of relevant work experience is required for candidates with secondary education, or 2 years for those with a university degree.
Relevant experience includes project and programme management, data handling, and indicator tracking.
Experience in the public sector or international cooperation, particularly with UN agencies or similar organizations, is highly desirable.
Languages:
Fluency in Spanish is required.
Intermediate to advanced knowledge of English is desirable, as it may facilitate communication and understanding of international standards and practices.
Additional Notes:
The position is national, and foreign applicants must have the necessary conditions to work in the country (residency, permits) at the time of application.
Official travel may be required for representation of the Office and participation in national and/or international networks related to monitoring and evaluation of programmes and projects.
