Job Overview: The position of National Consultant for the Development of the Project Initiation Framework (PIF) for Innovating Urban Design is crucial for advancing urban development initiatives in Liberia. This role requires a deep understanding of urban design principles, stakeholder engagement, and project management. The assignment is expected to last for a period of 20 days, spread from March to October 2025, during which the consultant will conduct research, facilitate workshops, and draft the PIF document.
Duties and Responsibilities: The consultant will undertake several key responsibilities, including but not limited to: conducting a thorough analysis of existing urban design frameworks and policies in Liberia; engaging with stakeholders through interviews, workshops, and consultations to gather insights and feedback; developing a draft PIF that incorporates innovative urban design strategies; ensuring that the PIF aligns with national development goals and UNDP's strategic priorities; presenting the draft PIF to stakeholders for review and incorporating their feedback; finalizing the PIF document and preparing a presentation for UNDP and other relevant parties; and providing recommendations for the implementation of the PIF and potential funding sources.
Required Qualifications: Candidates must possess a strong background in urban planning, design, or a related field. A proven track record of developing urban design frameworks or similar projects is essential. The consultant should demonstrate excellent analytical and communication skills, with the ability to engage effectively with diverse stakeholders. Familiarity with UNDP's operational procedures and development goals will be an advantage. Additionally, the consultant should have experience working in Liberia or similar contexts, showcasing an understanding of local urban challenges and opportunities.
Educational Background: A minimum of a Master's degree in Urban Planning, Architecture, Environmental Design, or a related field is required. Candidates with additional certifications or training in project management or sustainable development will be viewed favorably. A strong academic background that includes coursework in urban design principles, community engagement, and policy analysis is essential for this role.
Experience: The ideal candidate should have at least 5 years of professional experience in urban planning or design, with a focus on project development and management. Experience working with international organizations, particularly in the context of urban development projects, is highly desirable. The consultant should have a demonstrated ability to work collaboratively with government agencies, NGOs, and community groups, showcasing a commitment to participatory approaches in urban design.
