Job Overview: The position involves consulting for the development of regulations concerning sanctions, coercive measures, and corrections derived from the Electoral Procedural Law of Honduras. The consultant will play a crucial role in strengthening the electoral system by providing expert advice and developing comprehensive regulatory frameworks. The assignment is expected to last for one month from the date of contract signing, and the consultant will be responsible for delivering a well-structured and legally sound set of regulations that align with the electoral laws and enhance the integrity of the electoral process in Honduras. The consultant will work closely with UNDP and relevant stakeholders to ensure that the regulations are practical, enforceable, and meet the needs of the electoral system.
Duties and Responsibilities:
Conduct a thorough analysis of the current electoral laws and regulations in Honduras to identify gaps and areas for improvement.
Collaborate with UNDP and local stakeholders to gather input and feedback on the proposed regulations.
Develop a draft of the regulations concerning sanctions, coercive measures, and corrections, ensuring compliance with national and international standards.
Facilitate workshops and meetings with stakeholders to discuss the draft regulations and incorporate their feedback.
Revise the draft regulations based on stakeholder input and prepare the final version for submission.
Provide recommendations for the implementation of the regulations, including training and capacity-building initiatives for electoral officials.
Prepare a final report summarizing the consultancy process, findings, and recommendations.
Required Qualifications:
Proven expertise in electoral law and governance, particularly in the context of Honduras or similar jurisdictions.
Strong analytical skills with the ability to assess complex legal frameworks and propose practical solutions.
Excellent communication and interpersonal skills, with experience in stakeholder engagement and facilitation.
Ability to work independently and manage time effectively to meet deadlines.
Familiarity with UNDP policies and procedures is an advantage.
Educational Background: A minimum of a Master's degree in Law, Political Science, Public Administration, or a related field is required. Additional certifications or training in electoral management or governance will be considered an asset.
Experience: At least 5 years of professional experience in electoral law, governance, or related fields is required. Experience working with international organizations, particularly in consultancy roles, is highly desirable. Previous experience in developing regulations or legal frameworks in the electoral context will be an advantage.
Languages: Fluency in Spanish is mandatory, as all documentation and communication will be conducted in this language. Proficiency in English is considered a plus, as it may facilitate communication with international stakeholders and access to additional resources.
Additional Notes: This consultancy is for a fixed term of one month, and the consultant will be expected to work full-time during this period. The position is open to both national and international candidates. Compensation will be commensurate with experience and qualifications, and specific benefits may be discussed during the contract negotiation process.
