Job Overview:
The Programme Analyst position within the Spotlight Initiative HIVE programme is crucial for supporting the development and implementation of new generation country and regional programmes aimed at eliminating violence against women and girls (EVAWG). The role involves collaborating closely with UN country and regional teams to design, resource, and roll out these programmes, ensuring they align with the objectives of the Spotlight Initiative. The incumbent will be expected to travel for country missions, estimated at 4-8 times a year, to provide guidance and support to UN Country Teams (UNCTs) in developing new programmes. This position requires a proactive approach to fostering partnerships, knowledge sharing, and resource mobilization efforts, contributing to the overall success of the Spotlight Initiative.

Duties and Responsibilities:
  • Support the development and rollout of new Spotlight Initiative programmes by providing advice and guidance to UNCTs on programme design and implementation.
  • Collaborate with the Spotlight Initiative global team to ensure that the key features of the Spotlight Initiative model are incorporated into programme frameworks.
  • Assist in the development of concept notes and programme documents, ensuring quality assurance and alignment with the Spotlight Initiative’s principles.
  • Coordinate engagement between UNCTs and the Spotlight Initiative global team to foster interest and share information.
  • Organize consultations with stakeholders, including government counterparts and civil society organizations, to ensure inclusive programme development.
  • Facilitate knowledge management and resource mobilization efforts, supporting strategic advocacy to mobilize resources for the Spotlight Initiative programme.
  • Track and analyze trends in budgetary issues and governance arrangements to inform guidance development and strategic decision-making.
  • Perform other duties as necessary for the efficient functioning of the Office and the Organization.

Required Qualifications:
  • Advanced university degree (master's degree or equivalent) in Gender Studies, Political Science, International Relations, International Development, Public Administration, Development Economics, or a related field is required. Alternatively, a first-level university degree (bachelor’s degree) in the stated areas, combined with an additional two years of qualifying experience, will be considered.
  • Minimum of 2 years of relevant professional experience in coordination and management support of joint UN programmes or inter-agency pooled funding instruments in sustainable development at the country or regional office level.
  • Experience with UNSDG policies and practices of pooled funding/joint UN programming is essential.
  • Proven experience in partnerships and resource mobilization is highly desirable.

Educational Background:
Candidates must possess an advanced university degree (master's degree or equivalent) in relevant fields such as Gender Studies, Political Science, International Relations, International Development, Public Administration, or Development Economics. A first-level university degree (bachelor’s degree) in these areas, combined with two additional years of qualifying experience, will also be considered. This educational background is critical for understanding the complexities of gender-based violence and the frameworks necessary for effective programme management.

Experience:
The position requires a minimum of 2 years of relevant work experience for candidates with a master’s degree, or 4 years for those with a bachelor’s degree. This experience should be in coordination and management support of joint UN programmes or other inter-agency pooled funding instruments, particularly in sustainable development contexts at the country or regional office level. Candidates should demonstrate familiarity with programming on gender equality and the elimination of violence against women and girls, as well as experience working on complex projects involving multiple partners.

Languages:
Fluency in oral and written English and French is required for this position. Knowledge of Spanish is considered desirable, as it may enhance communication and collaboration with diverse stakeholders in various regions.

Additional Notes:
This position is full-time and involves a significant amount of travel for country missions. The incumbent will report to the Programme and Reporting Specialist within the Spotlight Initiative HIVE programme.
