Job Overview:
The Procurement Associate position is crucial for the successful execution of procurement services and processes within the UNDP Country Office in Tajikistan. The role involves ensuring compliance with procurement rules and regulations, promoting a client-focused approach, and providing solutions to complex procurement issues. The Procurement Associate will work closely with project teams and stakeholders to manage procurement processes effectively, ensuring transparency and efficiency. The position requires analytical and planning skills to address various procurement-related challenges and to implement strategic procurement initiatives that align with the project’s objectives.

Duties and Responsibilities:
  • Ensure compliance of procurement activities with national and UN/UNDP rules and regulations, implementing effective internal controls and a client-oriented procurement management system.
  • Synthesize proposals and implement contract strategies, including tendering processes, contractor appraisal, and risk assessment.
  • Manage procurement processes for UNDP programs/projects, including preparation of RFQs, ITBs, or RFPs, and facilitate evaluation and negotiation.
  • Administer contracts through preparation of purchase orders and liaising with contractors/vendors.
  • Prepare submissions for the Procurement Review Committee and implement internal control systems for purchase orders.
  • Conduct market research and develop/update supplier rosters and long-term agreements.
  • Facilitate knowledge sharing and training for project staff on procurement policies and procedures.
  • Perform other duties as necessary for the efficient functioning of the office/project.

Required Qualifications:
  • Secondary Education is required; a Bachelor’s degree in Business or Public Administration, Supply Chain/Logistics, Finance, Economics, or related fields is preferred.
  • CIPS level 3 certification is highly desirable, with candidates expected to obtain it within one year if not already held.
  • Proficiency in using computers and office software packages, including MS Word and Excel, and knowledge of web-based management systems such as ERP and e-Procurement.

Educational Background:
Candidates must possess at least a Secondary Education. A Bachelor’s degree in relevant fields such as Business, Public Administration, Supply Chain/Logistics, Finance, or Economics will be given due consideration. CIPS certification at level 3 or higher is highly desirable, and candidates are encouraged to obtain this certification if not already held at the time of application.

Experience:
Candidates should have a minimum of 7 years of professional experience in administration or operations related to procurement with Secondary Education, or 4 years with a Bachelor’s degree. Relevant experience at the national or international level in procurement management is essential, with at least 2 years of experience in a similar role.

Languages:
Fluency in English, Tajik, and Russian is required for this position. Proficiency in additional languages may be considered an asset.

Additional Notes:
The position is full-time and involves working closely with the Project Manager and other team members. The role may require international collaboration and adherence to UNDP's policies on diversity and inclusion.
