Job Overview:
The Management Analyst position is integral to the Talent Development Unit (TDU) within the Office of Human Resources at UNDP. The incumbent will provide comprehensive management support to the team, aligning with the People for 2030 and People Development Strategies. This role involves collaborating with various internal stakeholders, vendors, and partners to ensure the timely and quality delivery of the unit's work. The Management Analyst will support resource management, monitoring and evaluation, procurement management, and human resources management, ensuring that UNDP's corporate learning and development initiatives are effectively executed. The position requires a proactive approach to managing operational processes and supporting the overall mission of UNDP in fostering a learning organization where professional growth is embedded in daily operations.

Duties and Responsibilities:
The selected incumbent will be responsible for a wide range of duties, including: 1) Resource Management, Monitoring and Evaluation: Supporting the annual corporate budgeting process for learning and development, monitoring execution throughout the year, preparing financial reports, and providing qualitative and quantitative measurements of talent development activities. 2) Procurement Management: Designing and monitoring the implementation of the unit's procurement plan, conducting market research, managing contracts, and maintaining a repository of active procurement contracts. 3) Human Resources Management: Assisting in recruitment, onboarding, and off-boarding processes, ensuring timely contract extensions and payments. 4) Administrative Support: Managing office communications, providing logistical support, organizing administrative work, and ensuring compliance with corporate standards. The incumbent will also facilitate knowledge sharing and perform other duties as necessary for the efficient functioning of the office.

Required Qualifications:
Candidates must possess an advanced university degree (master’s degree or equivalent) in Business Management, Finance, Human Resource Management, or Project Management. Alternatively, a first-level university degree (bachelor’s degree) combined with two years of qualifying experience will be considered. Professional certification in finance (CIPFA minimum Diploma level) is required, with CIPS level 3 being highly desirable. Candidates without the desired certification at the time of recruitment must obtain it within one year of employment. A strong understanding of UNDP or UN System Regulations, Rules, and Systems is preferred, along with experience in budget management, procurement processes, and HR operations.

Educational Background:
An advanced university degree (master’s degree or equivalent) in a relevant field such as Business Management, Finance, Human Resource Management, or Project Management is required. A first-level university degree (bachelor’s degree) in the mentioned areas, combined with two years of relevant experience, will also be considered. Professional certification in finance (CIPFA minimum Diploma level) is mandatory, and CIPS level 3 is highly desirable.

Experience:
Applicants with a master’s degree are not required to have professional work experience. However, those with a bachelor’s degree must have a minimum of two years of relevant professional experience in specialized areas such as Business Management, HR Management, Project Management, Analytics, Financial Management, Procurement Management, or Office Management. Experience in budget management and procurement processes is essential, along with familiarity with HR operations related to position creation and onboarding/offboarding processes. Prior experience with UNDP’s Quantum ERP and proficiency in MS Office 360 software is highly desirable.

Languages:
Fluency in English is required for this position. Additional language skills may be beneficial but are not mandatory.
