Job Overview:
The position of International Consultant- Independent Process Review (Team Leader) involves leading a comprehensive review of procurement processes within the UNDP framework in Myanmar. The consultant will be responsible for assessing the effectiveness, efficiency, and transparency of procurement operations, ensuring compliance with UNDP policies and procedures. The role requires a strategic approach to identify areas for improvement and to provide actionable recommendations that align with best practices in procurement. The consultant will work closely with UNDP staff and stakeholders to gather data, conduct interviews, and analyze procurement documentation. The assignment is expected to last for four months, during which the consultant will deliver a final report summarizing findings and recommendations for enhancing procurement processes.

Duties and Responsibilities:
The duties and responsibilities of the International Consultant- Independent Process Review (Team Leader) include but are not limited to:
  • Conducting a thorough review of existing procurement processes and practices within UNDP Myanmar.
  • Engaging with key stakeholders to gather insights and feedback on procurement operations.
  • Analyzing procurement data and documentation to identify trends, challenges, and opportunities for improvement.
  • Developing a comprehensive report that outlines findings, conclusions, and actionable recommendations for enhancing procurement efficiency and effectiveness.
  • Presenting the findings to UNDP management and relevant stakeholders, facilitating discussions on proposed changes.
  • Ensuring that all recommendations are aligned with UNDP policies and international best practices in procurement.
  • Providing guidance and support to UNDP staff in implementing recommended changes to procurement processes.
  • Maintaining clear and open communication with the UNDP Procurement Unit throughout the assignment.

Required Qualifications:
The ideal candidate for this position should possess the following qualifications:
  • Advanced degree in business administration, public administration, procurement, or a related field.
  • Extensive knowledge of procurement processes, particularly within international organizations or the UN system.
  • Proven experience in conducting process reviews or audits, with a focus on procurement operations.
  • Strong analytical skills and the ability to interpret complex data and provide actionable insights.
  • Excellent communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.
  • Demonstrated ability to work independently and manage multiple tasks within tight deadlines.
  • Familiarity with UNDP policies and procedures is an advantage.

Educational Background:
Candidates must have an advanced degree (Master's or equivalent) in business administration, public administration, procurement, or a related field. A relevant professional certification in procurement or project management would be an asset.

Experience:
The position requires a minimum of 10 years of relevant professional experience in procurement, process review, or related fields. Candidates should have a proven track record of leading similar assignments, preferably within international organizations or the UN system. Experience in capacity building and training of procurement staff is also desirable.

Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of additional languages, particularly those spoken in Myanmar, would be considered an asset but is not required.

Additional Notes:
This position is offered as a four-month contract, and the consultant is expected to work on a full-time basis during this period. The role is open to international candidates, and compensation will be commensurate with experience and qualifications.
