Job Overview:
The National Township Facilitator position is crucial for the implementation of UNDP's initiatives in the Insein and North Okkalapa townships of Myanmar. The facilitator will be responsible for coordinating and facilitating community engagement and local governance processes, ensuring that the voices of the community are heard and integrated into development plans. This role requires a deep understanding of local contexts, the ability to work collaboratively with various stakeholders, including local authorities, community groups, and other partners, and a commitment to promoting inclusive and participatory approaches to development. The facilitator will also be expected to monitor and evaluate the impact of initiatives, providing feedback and recommendations for improvement.

Duties and Responsibilities:
  • Facilitate community engagement processes in Insein and North Okkalapa townships, ensuring active participation from diverse community members.
  • Collaborate with local authorities and stakeholders to identify development needs and priorities.
  • Organize and conduct workshops, meetings, and training sessions to build capacity among community members and local leaders.
  • Monitor and evaluate the implementation of development initiatives, collecting data and feedback from the community.
  • Prepare reports and documentation on community engagement activities and outcomes.
  • Act as a liaison between the community and UNDP, ensuring effective communication and collaboration.
  • Support the development of local governance structures and processes that promote transparency and accountability.
  • Address any challenges or conflicts that arise within the community regarding development initiatives.

Required Qualifications:
  • Strong understanding of community development principles and practices.
  • Excellent communication and interpersonal skills, with the ability to engage effectively with diverse groups.
  • Proven experience in facilitating community engagement and participatory processes.
  • Knowledge of local governance structures and development challenges in Myanmar.
  • Ability to work independently and as part of a team, demonstrating initiative and problem-solving skills.
  • Proficiency in using digital tools and platforms for communication and reporting.

Educational Background:
A bachelor's degree in social sciences, development studies, public administration, or a related field is required. A master's degree in a relevant discipline is preferred and may be considered an asset.

Experience:
A minimum of 3-5 years of relevant experience in community development, local governance, or a related field is required. Experience working with international organizations or NGOs in Myanmar is highly desirable. Familiarity with UNDP's mission and programs will be an advantage.

Languages:
Fluency in Myanmar language is mandatory. Proficiency in English is highly desirable, as it will facilitate communication with international stakeholders and reporting requirements. Knowledge of additional local languages may be considered an asset.

Additional Notes:
This position is for a fixed-term contract of 10 months. The role is expected to be full-time, with the consultant working closely with UNDP and local stakeholders. The position may involve travel within the townships to engage with community members and stakeholders. Compensation will be commensurate with experience and in line with UNDP's policies.
