Job Overview:
The position of IC Senior Expert for Public Finance Management Reform is crucial for supporting the Ministry of Finance in Serbia, particularly the Department for International Cooperation and EU Integration. The expert will play a significant role in the preparation of the Annual Implementation Report for the Public Financial Management Reform Program for the years 2021-2025, as well as the upcoming PFM Reform Program for 2026-203
  • This role involves close collaboration with the PFM Working Group and requires a deep understanding of public finance management principles and practices. The expert will be expected to provide strategic insights and recommendations to enhance the effectiveness of public financial management in Serbia, ensuring alignment with EU standards and practices. The assignment is set to commence in April 2025 and will conclude in December 2025, indicating a focused and time-sensitive engagement.

Duties and Responsibilities:
The IC Senior Expert will be responsible for a variety of tasks including but not limited to:
  • Collaborating with the Ministry of Finance and relevant stakeholders to gather necessary data and information for the Annual Implementation Report.
  • Analyzing existing public finance management frameworks and identifying areas for improvement.
  • Preparing comprehensive reports that detail the progress and challenges of the Public Financial Management Reform Program.
  • Facilitating workshops and meetings with stakeholders to discuss findings and gather feedback.
  • Providing expert advice on best practices in public finance management, particularly in the context of EU integration.
  • Supporting the development of strategic plans and recommendations for future reforms.
  • Ensuring that all reports and documents are prepared in accordance with UNDP standards and guidelines.
  • Engaging with international partners and organizations to share knowledge and experiences related to public finance management.

Required Qualifications:
Candidates must possess a strong background in public finance management, with a proven track record of working on similar reform programs. A deep understanding of EU financial regulations and standards is essential. Additionally, candidates should demonstrate strong analytical skills, the ability to work collaboratively with diverse stakeholders, and excellent communication skills. Experience in project management and familiarity with UNDP processes will be considered an asset. Candidates should also be able to demonstrate a commitment to the principles of sustainable development and good governance.

Educational Background:
A minimum of a Master's degree in Public Administration, Finance, Economics, or a related field is required. Advanced qualifications or certifications in public finance management or related disciplines will be advantageous. Continuous professional development in areas relevant to public finance and governance is also encouraged.

Experience:
Candidates should have at least 7-10 years of relevant experience in public finance management, particularly in the context of government reform initiatives. Experience working with international organizations, especially in the EU context, is highly desirable. Proven experience in preparing reports and conducting analyses related to public finance is essential. Familiarity with the Serbian public finance system and previous work with the Ministry of Finance or similar institutions will be a significant advantage.

Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of Serbian is highly desirable, as it will facilitate communication with local stakeholders. Proficiency in other languages relevant to the region or EU languages will be considered an asset.

Additional Notes:
This position is classified as an individual contractor role, which implies a flexible working arrangement. The contract duration is from April 2025 to December 2025, indicating a temporary engagement. The role is full-time, and candidates may be required to work on-site in Serbia, depending on the needs of the project. Compensation will be commensurate with experience and in line with UNDP standards.
