Job Overview: The Senior Programme Officer position is situated within the Enterprise Solutions Service of OICT, which is hosted by the Economic and Social Commission for Asia and the Pacific (ESCAP) in Bangkok, Thailand. The incumbent will report directly to the Chief of the Enterprise Solutions Service and will play a pivotal role in developing, implementing, and reviewing various ICT programs and projects. This position requires a strategic approach to program management, including the ability to identify priorities, address challenges, and propose corrective actions. The Senior Programme Officer will also ensure that gender mainstreaming guidelines are integrated into all planned actions, policies, and programs. The role involves coordinating policy development, conducting research, managing outreach activities, and overseeing budget and funding activities. The incumbent will be expected to lead teams in data collection and analysis, ensuring effective utilization of resources and staff development.
Duties and Responsibilities: The Senior Programme Officer will be responsible for a comprehensive set of duties, including but not limited to: leading the development and implementation of ICT programs/projects; directing subordinates in project management; ensuring compliance with gender mainstreaming guidelines; conducting research and presenting findings; coordinating policy development and analysis; managing outreach and training activities; overseeing budget preparation and funding proposals; developing resource mobilization strategies; serving as a spokesperson for the service; supervising and mentoring staff; and performing other related duties as required. The role requires a proactive approach to problem-solving and the ability to communicate effectively with various stakeholders.
Required Qualifications: Candidates must possess a strong set of qualifications, including advanced knowledge in project or program management, administration, or a related field. The ability to identify strategic issues and opportunities, communicate effectively, and provide innovative technical leadership is essential. Candidates should demonstrate professionalism, effective communication skills, and a client-oriented approach. Managerial competencies such as vision and the ability to inspire others are also critical for success in this role.
Educational Background: An advanced university degree (Master’s degree or equivalent) in business administration, management, economics, or a related field is required for this position. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage.
Experience: A minimum of ten years of progressively responsible experience in project or program management, administration, or a related area is required. Candidates should have experience with inter-governmental cooperation, UN inter-agency coordination, and multi-stakeholder partnerships. Demonstrated experience in designing and managing multi-stakeholder events, implementing projects aligned with Sustainable Development Goals (SDGs), and integrating digital transformation solutions is essential. Knowledge of resource mobilization and development finance, as well as experience with ICT projects, is desirable. Familiarity with Machine Learning and Generative AI, as well as data analytics, is also advantageous.
Languages: Fluency in English is required for this position, as it is one of the working languages of the United Nations Secretariat. Knowledge of another UN official language, such as French, is considered an advantage and may enhance a candidate's profile.
