Job Posting Organization: The Regional Office for the Near East and North Africa (RNE) is part of the Food and Agriculture Organization (FAO) of the United Nations. The organization ensures a multidisciplinary approach to its programs, collaborates with various departments and divisions at Headquarters, and develops strategic responses to regional priorities. RNE also advises on incorporating these priorities into the Organization’s Programme of Work and Budget, monitors program implementation, and addresses any issues that arise. Job Overview: The Human Resources Specialist position is pivotal in supporting the RNE regional, subregional, and country offices in various human resources matters. The role involves responding to HR-related queries, ensuring compliance with corporate policies, and assisting hiring managers throughout the recruitment process. The Specialist will prepare Terms of Reference for the affiliate workforce, oversee the selection and recruitment process, and liaise with the Human Resources Division regarding staff recruitment. Additionally, the Specialist will draft reports and statistics related to HR matters, assist in workforce planning, and maintain confidentiality while handling sensitive information. This position requires a proactive approach to developing and implementing HR activities, participating in project team meetings, and ensuring that all HR functions align with the organization's strategic objectives.
Duties and Responsibilities: The Human Resources Specialist will have a comprehensive set of duties and responsibilities, including: responding to HR-related queries and informing hiring managers about corporate policies; assisting in the preparation of Terms of Reference for the affiliate workforce; overseeing the selection and recruitment process for all staff categories; guiding hiring managers in preparing vacancy announcements; screening applications; coordinating interview arrangements; drafting selection reports; preparing contracts for national affiliate workforce and managing their extensions or terminations; liaising with the Human Resources Division regarding recruitment; drafting reports and statistics related to HR matters; advising on workforce planning considering budget allocations; liaising with the Human Resources Division and Share Service Centre on specific matters; collaborating with other UN Agencies on local salary scales; participating in project team meetings; maintaining confidentiality; and performing other duties as required.
Required Qualifications: Candidates must meet several minimum requirements to be considered for the position. Consultants should hold an advanced degree in Human Resources Management, Business or Public Administration, or a related field from an institution recognized by the International Association of Universities (IAU)/UNESCO. Alternatively, a first-level degree with two additional years of relevant experience may be considered equivalent. PSA Subscribers must possess the relevant educational background, including specific academic or technical qualifications in Human Resources Management, Business or Public Administration, or a related field. Additionally, candidates must have a minimum of one year of working experience for category C, five years for category B, and ten years for category A in Human Resources and administration.
