Job Overview:
The position of IC - National Consultant – Strategic Environmental Assessment Expert is designed for an individual contractor who will provide expertise in strategic environmental assessments (SEA). The consultant will be expected to contribute to the integration of environmental considerations into policy-making and planning processes. This role involves analyzing environmental impacts, facilitating stakeholder engagement, and ensuring compliance with national and international environmental standards. The consultant will work closely with UNDP and other stakeholders to develop methodologies and frameworks for effective environmental assessments, ensuring that sustainable development principles are upheld in various projects and initiatives.

Duties and Responsibilities:
The duties and responsibilities of the National Consultant include but are not limited to: conducting comprehensive strategic environmental assessments for various projects; collaborating with government agencies and stakeholders to gather relevant data and insights; preparing detailed reports and documentation outlining the findings of the assessments; providing recommendations for mitigating negative environmental impacts; facilitating workshops and training sessions to build capacity among local stakeholders; ensuring that all assessments comply with national legislation and international best practices; and contributing to the development of guidelines and tools for future assessments. The consultant will also be responsible for maintaining communication with UNDP and providing regular updates on progress and challenges encountered during the assessment process.

Required Qualifications:
Candidates must possess a strong background in environmental science, policy, or a related field. A proven track record of conducting strategic environmental assessments is essential. Familiarity with national and international environmental regulations and standards is required. The consultant should demonstrate excellent analytical skills, with the ability to interpret complex data and provide actionable recommendations. Strong communication and interpersonal skills are necessary for effective stakeholder engagement and collaboration. Additionally, candidates should have experience in project management and the ability to work independently while meeting deadlines.

Educational Background:
A minimum of a Master's degree in environmental science, environmental policy, or a related field is required. Candidates with a PhD in a relevant discipline will be given preference. Additional certifications or training in strategic environmental assessment methodologies will be considered an asset.

Experience:
The ideal candidate should have at least 5 years of professional experience in environmental assessments, with a focus on strategic environmental assessments. Experience working with international organizations, particularly in the context of UNDP projects, is highly desirable. Proven experience in stakeholder engagement and capacity building is also important, as the consultant will need to work closely with various stakeholders throughout the assessment process.

Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of Albanian or other local languages is considered an asset, as it will facilitate communication with local stakeholders and enhance the effectiveness of the assessments.

Additional Notes:
This position is classified as an individual contractor role, and the contract duration will be specified upon selection. The consultant is expected to work on a full-time basis during the assessment period, which will be determined based on project needs.
