Job Overview: The Migration Health Assessment Centre (MHAC) Manager will be responsible for overseeing the health assessment processes for migrants and refugees in Harare, Zimbabwe. This role involves managing the health assessment portfolio, which includes medical examinations, laboratory testing, vaccinations, and TB management. The successful candidate will ensure that the MHAC meets the technical requirements of resettlement countries and maintains high standards of quality and safety in its operations. The manager will also coordinate with various stakeholders, including the Chief Migration Health Officer, to ensure that the center's human resources and organizational structure are adequate for the planned health assessments. The role requires a strong focus on client-centered procedures, quality improvement, and effective communication with both internal and external partners.
Duties and Responsibilities:
Organize and supervise the migration health assessment process at the MHAC in Harare, ensuring compliance with technical requirements of resettlement countries.
Conduct health assessments for refugees and migrants, including reviewing medical histories and lab results.
Maintain the infrastructure and equipment of the MHAC to meet professional standards.
Coordinate with the Chief Migration Health Officer to ensure adequate staffing and qualifications for health assessments.
Inform relevant authorities about MHAC health activities and ensure approval for health assessments.
Lead client-centered procedures and establish a feedback system for clients.
Implement quality improvement systems and conduct regular quality control activities.
Collaborate with public health institutions to incorporate additional health interventions.
Supervise clinical and non-clinical staff, ensuring timely performance evaluations. 1
Develop staff training strategies and liaise with external service providers for agreements. 1

Facilitate integration of health assessment activities into overall migration programming. 1
Advise colleagues on the link between health assessment and other core program areas. 1

Required Qualifications: The ideal candidate must possess a university degree in Medicine from an accredited institution, with preferred specializations in internal medicine, pediatrics, anaesthesiology, emergency medicine, family medicine, or obstetrics and gynecology. Additionally, candidates should have a minimum of seven years of relevant professional experience, including at least three years in managerial roles. Alternatively, candidates with a Master's Degree in Community or Public Health, or related fields, along with five years of relevant experience and three years in managerial responsibilities, will also be considered. Accredited universities are those listed in the UNESCO World Higher Education Database.
Educational Background: Candidates must hold a university degree in Medicine from an accredited academic institution. Preferred specializations include internal medicine and its subspecialties, pediatrics, anaesthesiology, emergency medicine, family medicine, and obstetrics and gynecology. A Master's Degree in Community or Public Health, Medical Specialization in Infectious Diseases, Tropical Medicine, or other related fields is also acceptable, particularly for candidates with fewer years of experience.
Experience: Candidates should have continuous clinical experience, preferably in a multidisciplinary hospital setting or an international clinic context. Experience in Migration Health Assessments and health program management is essential. Demonstrated abilities in project development, management, and report writing are required, along with proven partnerships with government and health institutions. Knowledge of public health, patient safety, and infection prevention is crucial. Experience in migration health emergency response is an asset, as is expertise in pediatrics, pulmonology, or emergency medicine.
Languages: Fluency in English is required, both oral and written. Proficiency in IOM's official languages, which include French and Spanish, is advantageous and will be evaluated during the selection process.
Additional Notes: The position is subject to funding confirmation, and the selection process may be used to fill similar positions in various duty stations. Recommended candidates will remain eligible for appointment in similar positions for 24 months. National Professional Officers must be nationals of the country of employment and perform work at the professional level. Appointment is contingent upon medical fitness certification, residency verification, and necessary government authorizations. IOM has a zero-tolerance policy regarding misconduct and does not charge fees during the recruitment process.
