Job Overview: The Human Resources Officer (IPSS) will report to the Senior Human Resources Officer (IPSS) and will be responsible for managing the employment cycle for a designated group of clients/offices. This includes ensuring that all employment-related documentation is processed accurately and in a timely manner, which is crucial for maintaining up-to-date client employment statuses. The officer will prepare and distribute key employment documents such as appointment letters, contract extensions, and separation letters, while also ensuring that all records are properly maintained in the Official Status File (OSF). The role requires coordination with various departments to ensure seamless client service delivery and compliance with UNRWA's Staff Regulations and Rules. The officer will also be involved in payroll processes, attendance monitoring, and providing necessary reports for management use. This position is integral to the HR team, supporting both daily operations and long-term strategic goals.
Duties and Responsibilities: The Human Resources Officer will perform a variety of duties including: preparing and distributing employment-related documents, ensuring proper documentation is maintained in the OSF, coordinating follow-up actions to avoid delays in client service, finalizing data entry into the HRM and payroll system (REACH), monitoring attendance records, assisting in the administration of personnel entitlements, providing information for management use, maintaining the monthly staffing table, and acting as a focal point for payroll and ERP-related issues. The officer will also be responsible for training staff on payroll improvements, preparing key data/statistics for audits and reporting, and ensuring compliance with all relevant policies and regulations. Additionally, the officer will provide client services throughout the employment cycle, from onboarding to separation, and will act as a backup for other section staff as needed.
Required Qualifications: Candidates must possess a university degree in human resources management, psychology, public or business administration, or a related behavioral science field. A minimum of four years of experience in an international, governmental, or commercial organization is required, with at least two years focused on entitlement administration and client services. Familiarity with recruitment processes is also beneficial. Proficiency in standard computer applications, HR systems, dashboards, and MS Excel is essential. Knowledge of UNRWA's Staff Rules and Regulations, as well as ICSC/UN policies regarding salaries and benefits, is desirable. The ability to interpret policy into cost calculations and formulae is also an asset.
Educational Background: A university degree in human resources management, psychology, public or business administration, or a related behavioral science field is required for this position. This educational background is essential to understand the complexities of human resources management and to effectively navigate the various challenges that may arise in the role.
Experience: Candidates should have at least four years of relevant work experience in an international, governmental, or commercial organization. This experience should include at least two years specifically focused on entitlement administration and client services. Relevant experience in recruitment processes is also advantageous. Additional Notes: The position is offered as a Limited Duration Contract (LDC), Band F, initially for six months with the possibility of extension based on performance and funding availability. The monthly basic salary for this position is JOD 1,057.70, and additional benefits include compulsory medical insurance, 30 days of annual leave pro-rated to the duration of the contract, family allowance (if applicable), sick leave, maternity leave, and paternity leave.
