Job Posting Organization: The multi-country office in Tunisia aims to provide effective support to its partners in accordance with UNOPS' corporate strategy. The main partners of the multi-country office in Tunisia include the World Bank, the EU, the Italian Government, the Korean International Cooperation Agency, Italian Cooperation, UNICEF, UNEP, UNHCR, Canada, and IFAD, among others.
Job Overview: The Specialist in Procurement Management will be responsible for the development and implementation of procurement strategies, management of procurement processes, and implementation of sourcing strategies and e-procurement tools. The role requires facilitating knowledge building and sharing within the team and ensuring compliance with procurement regulations. The position involves strategic planning for procurement, ensuring alignment with NAMCO's purchasing strategy, and developing internal tools and systems to streamline procurement processes. The Specialist will also be responsible for defining performance indicators for the procurement section and maintaining a database of all procurement transactions. The role includes supervising and mentoring procurement specialists and providing support to the Head of Support Services in Tunisia's Business Operations Strategy.
Duties and Responsibilities:
Management and Strategic Aspects: Ensure and coordinate the implementation of NAMCO's procurement plan in a timely manner, ensuring alignment with NAMCO's purchasing strategy. Develop internal tools and mechanisms to facilitate procurement processes, reduce transaction costs, and ensure effective risk management. Define relevant performance indicators (KPIs) for the procurement section, reviewed monthly. Maintain a database of all procurement requests and transactions. Supervise and mentor unit staff and procurement specialists in projects. Support the Head of Support Services in the Business Operations Strategy in Tunisia.
Compliance and Collaboration: Review and validate cases for submission to HQCPC and LCPC contract committees. Ensure compliance with procurement activities and transactions. Improve internal control systems related to procurement transactions as necessary. Participate in expert networks and communities of practice in procurement. Follow up on headquarters requests regarding procurement issues. Prepare documentation and coordinate activities necessary for internal and external audits.
Support and Capacity Building: Conduct field missions as necessary for supervision, control, and capacity building. Organize and conduct procurement training for staff as needed. Identify capacity building needs and organize specific training if relevant. Provide necessary support to the transactional procurement portfolio manager to identify and propose solutions to potential bottlenecks.
Team Management: Facilitate engagement and delivery of high-quality results and services from the supervised team through effective recruitment, work planning, performance management, coaching, and promoting learning and development. Ensure compliance with existing policies and best practices by team members.
Knowledge Development and Sharing: Organize, facilitate, and/or propose training and learning initiatives for business unit staff on procurement-related topics. Lead initiatives on capacity development and knowledge acquisition for procurement staff, including developing networks, plans, and learning activities. Supervise team contributions to knowledge networks and communities of practice in procurement, including collaborative synthesis of lessons learned and dissemination of best practices in procurement management. Guide the collection of feedback, ideas, and internal knowledge from the team on processes and best practices and utilize them productively.
Required Qualifications: A Master's degree in public administration, business administration, finance, procurement management, economics, or a related field is required. A Bachelor's degree in the aforementioned fields with two additional years of relevant professional experience may be considered in lieu of a Master's degree. At least 5 years of relevant work experience in procurement management is required. A minimum of 3 years of experience in team supervision is required. Relevant experience within the United Nations system would be an asset. Experience working in a post-conflict or fragile state would be an asset.
Educational Background: A Master's degree in public administration, business administration, finance, procurement management, economics, or a related field is required. Alternatively, a Bachelor's degree in the aforementioned fields with two additional years of relevant professional experience may be considered in lieu of a Master's degree.
Experience: At least 5 years of relevant work experience in procurement management is required. A minimum of 3 years of experience in supervising a team is required. Languages: Fluency in both French and English, both spoken and written, is mandatory.
