Job Overview:
The Programme Manager (Consultant) will play a crucial role in establishing and managing an Online Community of Practice (CoP) using Microsoft Teams. This position is designed to create a collaborative, evidence-driven environment where teachers can address textbook-related issues, improve pedagogical methods, and engage in continuous professional learning. The CoP will be field-driven, leveraging local technical teams' expertise to ensure alignment with real-world classroom challenges. The primary objective is to enhance teaching strategies, facilitate knowledge-sharing, and ensure educational materials are neutral and inclusive, while promoting Palestinian identity and culture. The Programme Manager will oversee the implementation of the CoP, ensuring it becomes the primary in-service training platform for education staff across UNRWA's operations.

Duties and Responsibilities:
The Programme Manager will be responsible for a variety of tasks including: developing and executing a strategic plan for the CoP; coordinating focus groups to assess learning gaps; establishing the CoP platform on Microsoft Teams; curating content for training modules; designing and delivering training sessions for teachers; organizing webinars and expert panels; fostering a collaborative environment for teachers to share ideas; overseeing the development of a digital resource bank; and developing a monitoring and evaluation framework to assess the CoP's impact. The role also involves continuous engagement with teachers to maximize participation and support their professional development.

Required Qualifications:
Candidates must possess a Master’s degree in education, Digital Learning, Project Management, Social Sciences, or a related field. They should have at least five years of experience in education, online learning, or community management, preferably within an international organization. Experience in designing and managing digital platforms for learning and collaboration, as well as previous work in teacher training or education reform, is highly desirable. Strong project management skills and the ability to engage diverse stakeholders are essential.

Educational Background:
A Master’s degree in education, Digital Learning, Project Management, Social Sciences, or a related field is required for this position. This educational background is crucial for understanding the complexities of educational systems and the implementation of digital learning initiatives.

Experience:
The position requires a minimum of five years of relevant experience in education, online learning, or community management. Candidates should have a strong background in managing large-scale education projects and working with diverse stakeholders, which is essential for the successful implementation of the CoP.

Languages:
Fluency in English is mandatory for this role, as it is the primary language of communication within the UN and for the CoP. Knowledge of Arabic is considered an asset, enhancing the ability to engage with local educators and stakeholders effectively.

Additional Notes:
The consultancy is expected to last from April 1, 2025, to December 30, 2025, with the possibility of extension based on performance and funding availability. The consultant will be based at UNRWA HQ in Amman for 70% of the time, with potential travel to selected fields as required. The remuneration for this consultancy will be equivalent to the P3 level, and the consultant will receive a service indemnity fee of 8.33% as part of their contractual entitlement.
