Job Overview: The Programme Support Officer position is situated within the Climate Change Division of UNEP, which is responsible for leading the organization's efforts in addressing climate change. The incumbent will work under the supervision of the Director and Deputy Director, providing essential programmatic and administrative support to ensure the effective implementation of climate-related projects. This role involves assisting in the planning, monitoring, and evaluation of various programs and projects aimed at promoting sustainable development and climate stability. The officer will be expected to conduct research, analyze data, and prepare reports that inform decision-making processes. Duties and Responsibilities: The duties and responsibilities of the Programme Support Officer include: assisting the Deputy Director with agenda setting, logistics, and workflow management; conducting research and compiling data on specific programs and projects; coordinating program/project planning and monitoring; preparing and analyzing budget proposals; monitoring and evaluating program/project performance; drafting program/project summaries and reports; maintaining and updating internal databases; providing administrative support for project implementation; assisting with data collection and analysis; and providing guidance and training to junior staff. The officer will also be responsible for ensuring compliance with organizational policies and procedures, as well as facilitating communication among various organizational units involved in project implementation.
Required Qualifications: Candidates must possess a high school diploma or equivalent. A first-level university degree or higher is preferred and may reduce the required years of experience. The ideal candidate should have a strong understanding of program/project administration and be able to demonstrate professional competence in this area. Knowledge of internal policies and procedures related to program/project administration is essential. The candidate should also exhibit strong analytical skills and the ability to work well with data, as well as the capacity to identify and resolve issues effectively.
Educational Background: A high school diploma is required for this position. However, candidates with a first-level university degree or higher will be given preference, as this may reduce the minimum experience requirement. Educational qualifications should ideally be in a field related to public administration, environmental science, or a similar area relevant to the responsibilities of the position.
Experience: A minimum of seven years of experience in program or project support, public administration, or a related field is required. Candidates with a first-level university degree or higher may qualify with five years of relevant experience. Experience in coordinating program/project planning and basic project research support is desirable. Additionally, candidates should have at least one year of experience in data analytics or a related area to be considered for this position.
Languages: Fluency in English is required for this position, as it is one of the working languages of the United Nations Secretariat. Knowledge of French, the other working language, is desirable. Candidates should be able to demonstrate fluency in reading, writing, speaking, and understanding English, while knowledge of another official United Nations language is considered an asset.
Additional Notes: This position is a project appointment for an initial period of one year, with the possibility of extension based on the availability of funding and the continued existence of the mandate.
