Job Overview: The position involves supporting the Budget and Programming Unit in the Ukraine Country Office (CO) with pipeline management and analysis of resource shortfalls. The incumbent will be responsible for providing management with accurate and reliable information regarding the country office’s resource position against the operational plan. This role includes engaging in budget and programming activities, conducting analytical work to support the collation, maintenance, analysis, and reporting of information to maximize the effectiveness of WFP’s operations. The incumbent will also play a crucial role in ensuring that the financial resources are utilized effectively to meet the needs of the affected populations in Ukraine, particularly in light of the ongoing conflict and its impact on food security.
Duties and Responsibilities: The incumbent will participate in the development and implementation of plans, policies, and procedures for budget and programming activities. Key responsibilities include reviewing budget plans, monitoring project financial performance, and making recommendations to support financial analysis and resource optimization. The role also involves supervising the matching of commodity pipeline requirements with sourcing options, participating in supply chain meetings, and monitoring the procurement cycle to ensure timely coverage of food pipeline requirements. Additionally, the incumbent will manage the programming of received funds, coordinate the preparation of reports for donors, support project closure actions, build capacity among WFP staff in budgeting and fund management, and actively contribute to the improvement of internal processes and corporate systems.
Required Qualifications: Candidates must possess an advanced university degree in Business Administration, Finance, Statistics, Economics, or a related field. Alternatively, a first university degree with additional years of relevant work experience and training may be considered. The position requires a minimum of five years of postgraduate relevant professional experience in a related field, with additional years of experience being an asset. Candidates should have experience in complex emergency operations, budget preparation, financial monitoring, and operational planning. Strong analytical skills, advanced knowledge of Excel, PowerPoint, and SAP applications, as well as effective communication skills for collaboration with cross-functional teams, are essential.
