Job Overview:
The position involves a short-term consultancy aimed at providing training on the practical use of law enforcement. The consultant will be expected to deliver a comprehensive training program that equips law enforcement personnel with the necessary skills and knowledge to effectively implement law enforcement practices. This role is critical in enhancing the capabilities of law enforcement agencies in Tanzania, particularly in Zanzibar, and ensuring that they are well-prepared to address various challenges in law enforcement. The consultant will work closely with UNDP and local stakeholders to tailor the training content to meet the specific needs of the participants, ensuring that the training is relevant and impactful. The assignment is expected to last for 08 working days, during which the consultant will engage with participants through interactive sessions, practical exercises, and discussions.

Duties and Responsibilities:
The consultant will be responsible for the following duties and responsibilities:
  • Develop a detailed training curriculum that addresses the practical aspects of law enforcement, including but not limited to legal frameworks, operational procedures, and community engagement strategies.
  • Conduct training sessions for law enforcement personnel, utilizing a variety of teaching methods to ensure effective learning outcomes.
  • Assess the training needs of participants and adapt the training materials accordingly to ensure relevance and effectiveness.
  • Facilitate discussions and interactive exercises that encourage participant engagement and knowledge sharing.
  • Provide ongoing support and guidance to participants during the training sessions to enhance their learning experience.
  • Evaluate the effectiveness of the training program through feedback and assessments, making recommendations for future training initiatives.
  • Prepare a comprehensive report summarizing the training activities, participant feedback, and recommendations for further development in law enforcement training.

Required Qualifications:
The ideal candidate for this consultancy position should possess the following qualifications:
  • A strong background in law enforcement, criminal justice, or a related field, with a deep understanding of law enforcement practices and challenges.
  • Proven experience in designing and delivering training programs for law enforcement agencies or similar organizations.
  • Excellent communication and interpersonal skills, with the ability to engage and motivate participants from diverse backgrounds.
  • Strong analytical and problem-solving skills, with the ability to assess training needs and adapt content accordingly.
  • Familiarity with the legal and regulatory frameworks governing law enforcement in Tanzania is highly desirable.
  • Ability to work independently and collaboratively with various stakeholders, including government agencies and civil society organizations.

Educational Background:
Candidates should have a minimum of a bachelor’s degree in law, criminal justice, public administration, or a related field. A master’s degree in a relevant discipline is preferred and may be considered an asset. Additional certifications or training in law enforcement or adult education methodologies will be advantageous.

Experience:
The consultant should have at least 5 years of relevant experience in law enforcement, criminal justice, or a related field. Experience in conducting training programs for law enforcement personnel is essential, along with a demonstrated ability to engage effectively with participants and facilitate learning. Previous work experience with international organizations or NGOs in similar roles will be considered a significant advantage.

Languages:
Fluency in English is mandatory, as all training materials and sessions will be conducted in English. Proficiency in Swahili is highly desirable, as it will facilitate better communication with local participants and enhance the training experience. Knowledge of additional languages may be considered an asset but is not required.

Additional Notes:
This consultancy position is for a short-term contract lasting for 08 working days, specifically in Zanzibar, Tanzania. The consultant will be expected to work full-time during this period. The position is open to both national and international candidates, and compensation will be commensurate with experience and qualifications.
