Job Overview: The position of Consultant in Social and Behavior Change (SBC) is crucial for UNICEF's mission in Equatorial Guinea. The consultant will be responsible for developing a comprehensive intersectoral SBC strategy that aligns with UNICEF's goals and the Sustainable Development Goals (SDGs). This role involves designing, implementing, and monitoring SBC strategies that promote positive behaviors and practices among families and communities. The consultant will work closely with UNICEF staff, governmental and non-governmental partners, and UN agencies to ensure that the strategy effectively addresses the social norms and behaviors that impact children's development. The consultant will also be tasked with creating a monitoring and evaluation framework to measure the effectiveness of the SBC strategy and ensure continuous feedback for improvement.
Duties and Responsibilities: The consultant will undertake several key tasks, including: 1) Reviewing relevant documentation and communication materials to identify and prioritize behaviors to reinforce or promote across various programmatic areas or age groups. 2) Developing a timeline and expected outcomes for the SBC strategy development during the consultancy period. 3) Conducting consultations with partners and facilitating focus groups with stakeholders to gather information for the SBC strategy design. 4) Developing the SBC strategy, including the monitoring and evaluation framework and implementation plan. 5) Creating and pre-testing a set of tools for the SBC strategy. 6) Organizing and conducting a one-day validation meeting with key partners and stakeholders in collaboration with UNICEF's sectoral programs. 7) Developing and implementing a capacity-building plan for key stakeholders/partners before the strategy's launch.
Required Qualifications: Candidates must possess a university degree in communication, behavioral sciences, public health, or related social sciences. They should have a minimum of 8 to 10 years of demonstrated professional experience in communication for development, social and behavior change strategy design, and related fields. Experience in participatory communication, program planning and management, social mobilization, community engagement, participatory research, training, and impact evaluation of communication interventions is essential. A strong understanding of social norms theory and experience in designing monitoring and evaluation mechanisms, particularly for communication programs aimed at social and behavior change, is required. Familiarity with UNICEF's SBC programming framework is highly desirable, and direct experience in designing or implementing specific SBC strategies related to children's rights will be considered an advantage.
Educational Background: A university degree in communication, behavioral sciences, public health, or related social sciences is required for this position. This educational background provides the necessary foundation for understanding the complexities of social behavior and communication strategies that are essential for effective program implementation.
Experience: The consultant should have at least 8 to 10 years of relevant work experience in the fields of communication for development, social and behavior change strategy design, and related areas. This level of experience is crucial for ensuring that the consultant can effectively contribute to the development and implementation of the SBC strategy and can navigate the complexities of working with various stakeholders.
Languages: Fluency in both oral and written Spanish is mandatory, along with proficiency in oral and written English. Knowledge of one or more local languages of Equatorial Guinea will be considered an advantage, as it can enhance communication and engagement with local communities.
Additional Notes: The consultancy is expected to last for 2 months, specifically in April and May of 202
The scope of the consultancy is national, focusing on the entire country of Equatorial Guinea. Compensation will be based on the delivery of agreed-upon products and in accordance with UNICEF's contractual agreements. The consultant will not have supervisory responsibilities or authority over UNICEF's budget. Travel policies established by UNICEF will apply to the consultant's travel. The consultant must sign a Health Declaration before commencing the assignment and provide proof of adequate medical insurance, including medical evacuation coverage. Compliance with all mandatory PSEA (Protection from Sexual Exploitation and Abuse) and child safeguarding clauses is required.
