  • The mission's primary focus is on the protection of civilians amidst the ongoing security, humanitarian, human rights, and political crises in the Central African Republic (CAR). MINUSCA has a significant presence with approximately 11,650 military personnel and 2,080 police personnel, all working towards creating a stable political and security environment conducive to reducing the threats posed by armed groups. The mission also aims to support the transition process, facilitate humanitarian assistance, promote human rights, and assist in justice and rule of law initiatives. The organization operates in a challenging environment, addressing complex issues that require a multifaceted approach to peacekeeping and stabilization efforts.

Job Overview:
The Associate Reporting Officer position is integral to the UN Volunteer Political Affairs Officer role, which involves providing political analysis and advice, reporting and information management, planning, coordination, and facilitation, as well as program and project management. The officer will be responsible for analyzing political developments in CAR and the surrounding region, making policy recommendations, and supporting the implementation of peace agreements. This role requires a proactive approach to enhance inter-mission cooperation and address cross-border issues. The officer will prepare various reports, including situation reports and briefing notes, and manage information to ensure its accessibility. Additionally, the officer will develop collaborative relationships with various stakeholders, including government representatives and civil society actors, to facilitate inclusive political dialogue and address the root causes of conflict. The position demands a high level of adaptability and the ability to work independently in a challenging environment, with a focus on achieving the mission's objectives.

Duties and Responsibilities:
The duties and responsibilities of the Associate Reporting Officer include: 1) Political Analysis and Advice: Conducting country-specific and regional analysis, providing policy recommendations, monitoring political developments, and supporting the implementation of peace agreements. 2) Reporting and Information Management: Preparing analytical reports, providing timely updates to the Political Affairs Division, and managing contextual information materials. 3) Planning, Coordination, and Facilitation: Developing collaborative relationships with various stakeholders, participating in the Field Office's overall work, and consulting with partners to develop strategies. 4) Program and Project Management: Drafting and implementing programmatic funding project proposals, and participating in the planning and assessment of programmatic activities in line with budgeting and performance assessment systems.

Required Qualifications:

The assignment is renewable annually for up to four years, contingent on budget availability and satisfactory performance. UN Volunteers may be required to travel to remote locations within the area of operations. The living conditions in Bangui are difficult, with limited medical infrastructure and high costs of living. Accommodation options are available but can be expensive, and sharing accommodations is recommended. The UN provides basic medical care and has established a Rest & Recuperation scheme for personnel. Flexibility and a commitment to working in austere conditions are essential for this role.
