Job Overview:
The Procurement Officer plays a crucial role in ensuring the effective delivery of procurement services that align with international public procurement best practices. This position requires compliance with UNOPS procurement rules and regulations, effective risk management, and a focus on achieving the best value for money. The officer will work under the guidance of a functional supervisor and will be responsible for analyzing procurement-related issues, maintaining high ethical standards, and fostering a client-focused approach within the Business Unit. The role involves implementing operational procurement strategies, managing procurement processes, and facilitating knowledge sharing within the team.

Duties and Responsibilities:
The Procurement Officer's duties include implementing operational procurement strategies, managing procurement processes, and utilizing e-procurement tools. Key responsibilities involve ensuring compliance with UNOPS rules and regulations, providing technical support for procurement plans, organizing requests for quotations (RFQs), invitations to bid (ITBs), and requests for proposals (RFPs), and monitoring contractor performance. The officer will also draft long-term agreements and service contracts, facilitate team management, and contribute to knowledge building initiatives within the organization. The impact of these responsibilities directly affects the efficiency of project activities and the timely availability of goods and services for UNOPS programs.

Required Qualifications:
Candidates must possess an advanced degree or equivalent in fields such as Procurement, Supply Chain Management, Law, Commerce, Business Administration, Public Administration, Finance, or Economics. A first-level university degree combined with two years of international experience in Procurement Management or related fields may be accepted in lieu of the advanced degree. Knowledge of UN/UNDP/UNOPS Procurement Rules and Regulations is essential, and certification from the Chartered Institute of Supply and Management (CIPS) or similar is advantageous.

Educational Background:
An advanced degree in Procurement and/or Supply Chain Management, Law, Commerce, Business Administration, Public Administration, Finance, Economics, or a related field is required. Alternatively, a first-level university degree with two years of relevant experience may suffice. Candidates lacking a degree in Procurement or Supply Chain Management should have relevant international certification, such as from CIPS.

Experience:
A minimum of one year of graduate-level experience in Procurement or Supply Chain Management is required. Experience working with diverse stakeholders in developing countries is desirable, along with proficiency in using office software packages, particularly MS Office.

Languages:
Full working knowledge of English is mandatory. Knowledge of another official UNOPS language is considered an asset, enhancing the candidate's profile for the position.

Additional Notes:
This position is offered under a Local ICA Contract at the ICS 8 / LICA Specialist - 8 level, with an ongoing contract duration subject to organizational requirements, availability of funds, and satisfactory performance.
