Job Overview: The Senior Programme Management Officer will play a crucial role in the Enterprise Solutions Service of OICT. This position involves leading the development, implementation, and review of assigned ICT programmes and projects. The incumbent will direct subordinates in various aspects of programme/project management, including development, implementation, monitoring, and assessment. The role requires liaising with relevant parties, identifying priorities, and proposing corrective actions. A significant aspect of the job is ensuring the implementation of gender mainstreaming guidelines, assessing the implications of planned actions on both men and women. The officer will also coordinate policy development, undertake survey initiatives, and supervise the preparation of various written outputs, including reports and publications. The position demands effective management of outreach activities, training workshops, and resource mobilization efforts, including fundraising strategies and grant management. The Senior Programme Management Officer will serve as a spokesperson for the service, establishing collaborations and partnerships with key officials both within and outside the organization. The role also includes ensuring effective utilization and development of staff, guiding and mentoring them to achieve organizational goals.
Duties and Responsibilities: The Senior Programme Management Officer will be responsible for a comprehensive set of duties, including:
Leading the development, implementation, and review of ICT programmes/projects, directing subordinates in all phases of project management.
Ensuring gender mainstreaming guidelines are implemented effectively across all planned actions.
Conducting research and programme reviews, presenting information from diverse sources.
Coordinating policy development and reviewing assessments of issues and trends.
Undertaking survey initiatives and guiding the design of data collection instruments.
Supervising the preparation of various written outputs, including background papers and reports.
Managing outreach activities and designing training workshops.
Coordinating budget and funding activities, ensuring the preparation of related documents.
Developing and executing fundraising strategies, negotiating funding agreements, and managing grants. 1

Required Qualifications: Candidates must possess an advanced university degree (Master’s degree or equivalent) in business administration, management, economics, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage. Candidates should demonstrate a strong understanding of project management principles and practices, particularly in the context of ICT and digital transformation.
Educational Background: The educational background required for this position includes an advanced university degree (Master’s degree or equivalent) in fields such as business administration, management, economics, or related disciplines. Alternatively, a first-level university degree along with two additional years of qualifying experience may be accepted. Additionally, completion of programs in data analytics, business analytics, or data science is advantageous, indicating a strong foundation in analytical skills relevant to the role.
Experience: A minimum of ten years of progressively responsible experience in project or programme management, administration, or a related area is required. Candidates should have experience with inter-governmental cooperation, UN inter-agency coordination, and managing multi-stakeholder partnerships. Experience in designing and managing events involving multiple stakeholders is essential. A proven track record of implementing projects aligned with Sustainable Development Goals (SDGs) or sustainable development initiatives is required, along with experience in integrating digital transformation solutions. Knowledge of resource mobilization and development finance is necessary, with experience in ICT project funding being desirable. Familiarity with Machine Learning and Generative AI, as well as data analytics, is also beneficial.
Languages: Fluency in English is required for this position, as English and French are the working languages of the United Nations Secretariat. Knowledge of another UN official language is considered an advantage, enhancing communication capabilities within the diverse environment of the UN.
