Job Posting Organization: The position is located in the UNODC Regional Office for Eastern Africa (ROEA) in Nairobi, Kenya. The United Nations Office on Drugs and Crime (UNODC) was established to assist Member States in their struggle against illicit drugs, crime, and terrorism. Job Overview: The Assistant Programme Management Officer will play a crucial role in supporting the implementation of the PLEAD II Programme for Legal Empowerment and Aid Delivery in Kenya. This position involves working closely with various partners across 19 counties, including the National Council on Administration of Justice, the Ethics and Anti-Corruption Commission, and other justice sector actors. The incumbent will assist in monitoring and evaluating program activities, ensuring compliance with UNODC standards and regulations. The role requires a proactive approach to problem-solving, as well as the ability to conduct research and analysis on emerging issues related to anti-corruption and access to justice. The Assistant Programme Officer will also contribute to the preparation of reports, background papers, and other written outputs, while providing administrative support for meetings and workshops. This position offers an opportunity to engage in meaningful work that contributes to improving the justice system in Kenya.
Duties and Responsibilities: The incumbent will be responsible for a variety of tasks, including:
Assisting in the development, implementation, and evaluation of programs/projects related to the PLEAD II initiative.
Monitoring and analyzing program/project development and implementation, identifying issues, and recommending corrective actions.
Conducting research and analysis on anti-corruption and justice-related topics, presenting findings in a clear and concise manner.
Supporting policy coordination and evaluation functions, including participation in evaluations and research activities.
Preparing written outputs such as background papers, analytical notes, and sections of reports.
Providing administrative support for meetings, including logistics, agenda preparation, and participant identification.
Participating in outreach activities and developing training workshops.
Assisting in coordinating budget-related activities and preparing financial documents.
Ensuring compliance with UNODC standards in operations, finance management, and communication activities. 1
Collecting and analyzing data to identify trends and provide insights for decision-making. 1
Performing other work-related duties as required.
Required Qualifications: Candidates must possess a strong understanding of administration, program/project management, and criminal justice. They should have excellent research and analytical skills, with the ability to identify and address problems effectively. Knowledge of UNODC mandates and various research methodologies is essential. The ideal candidate will demonstrate professionalism, teamwork, and effective planning and organizing skills. They should be able to manage conflicting priorities and work efficiently under pressure, while also incorporating gender perspectives into their work.
Educational Background: An advanced university degree (Master’s degree or equivalent) in criminal justice, criminology, law, political science, management, or a related field is required. Alternatively, a first-level university degree in similar fields combined with two years of qualifying experience may be accepted in lieu of the advanced degree.
Experience: A minimum of two years of progressively responsible professional experience is required, particularly in managing program/project activities related to anti-corruption, criminal justice, or drug control. Experience in project management, including design, implementation, monitoring, and evaluation, is desirable. Additionally, experience working in an international organization or within the United Nations system is preferred, as is experience in implementing anti-corruption projects at various levels.
Languages: Fluency in English is required for this position, as it is one of the working languages of the United Nations Secretariat. Knowledge of French or another official United Nations language is considered an advantage, as it may enhance communication and collaboration within the organization.
Additional Notes: This position is temporarily available until September 30, 2025, and is classified as a temporary assignment. Candidates who are current staff members of the United Nations Secretariat may be considered for this position under specific conditions.
