Job Overview:
The Human Resources Officer position at UNON is integral to the Human Resources Management Service (HRMS) within the Division of Administrative Services. The role involves a variety of responsibilities centered around the administration of staff entitlements and benefits, ensuring compliance with UN policies and regulations. The officer will act as a focal point for various divisions, facilitating communication and collaboration to enhance service delivery. The position requires a proactive approach to advising staff on HR matters, managing administrative transactions, and contributing to the development of HR processes. The officer will also engage in data analysis to support decision-making and reporting, making this role vital for the effective management of human resources within the organization.

Duties and Responsibilities:
The Human Resources Officer will be responsible for a comprehensive range of duties, including:
  • Acting as the focal point for the administration of entitlements for various UN divisions, ensuring effective coordination and delivery of HR services.
  • Establishing and maintaining collaborative relationships with client offices to facilitate open communication and a client-oriented approach.
  • Providing expert advice on the interpretation and application of HR policies, regulations, and rules, including reviewing exceptions and recommending changes as necessary.
  • Administering salary and related benefits, travel, and social security entitlements, and determining benefits based on staff contractual status.
  • Advising HR assistants on staff pay and benefits, including onboarding processes for new hires.
  • Supervising HR assistants in executing administrative transactions, maintaining staffing tables, and processing contracts.
  • Preparing special reports and leading HR projects to enhance service delivery.
  • Analyzing HR data to identify trends and providing insights through data visualization methods.
  • Advising staff on their rights and responsibilities, and addressing any difficulties related to work and entitlements. 1
  • Performing other related duties as assigned by the Chief of the Staff Benefits & Entitlement Section.

Required Qualifications:
Candidates must possess a strong understanding of human resources policies, practices, and procedures, with the ability to apply this knowledge effectively in an organizational context. The role requires analytical skills to interpret data and support decision-making processes. Candidates should demonstrate professionalism, effective communication skills, and a client-oriented mindset. The ability to work collaboratively and maintain productive partnerships with clients is essential. Additionally, candidates should show a commitment to gender perspectives and inclusivity in the workplace.

Educational Background:
An advanced university degree (Master's degree or equivalent) in human resources management, business or public administration, social sciences, education, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is desirable, enhancing the candidate's qualifications for the role.

Experience:
A minimum of five years of relevant experience in human resources and personnel administration is required, with at least three years at the international level. Experience in administering entitlements and benefits for geographically dispersed staff members is desirable. Familiarity with Enterprise Resources Planning (ERP) systems and experience in analyzing HR data and preparing reports for targeted audiences are also advantageous. Additionally, two or more years of experience in data analytics or a related area is preferred, highlighting the importance of data-driven decision-making in this role.

Languages:
Fluency in English is mandatory for this position, as it is one of the working languages of the UN Secretariat. Proficiency in French and Spanish is desirable, as knowledge of another UN official language can enhance communication and collaboration within the organization. Fluency is defined as a rating of 'fluent' in all four areas (speaking, reading, writing, and understanding), while 'knowledge of' indicates a confident level in two of the four areas.
