MONUSCO/MONUC was established in 1999 under the auspices of the UN Department of Peacekeeping Operations (DPKO). The mission's primary objective is to support the Government of the Democratic Republic of Congo (DRC) in protecting civilians and stabilizing the country. This includes addressing the threats posed by armed groups and violence against civilians, particularly focusing on sexual and gender-based violence and violence against children. Job Overview:
The Special Assistant to the Office of the DSRSG/RC/HC will play a crucial role in supporting the Head of the Integrated Office in executing the mission's mandate. This position requires a proactive approach to managing the Head of Integrated Office's schedule, ensuring that all matters requiring attention are addressed promptly and effectively. The assistant will be responsible for preparing written summaries of meetings, managing communications within the office, and maintaining close relationships with various mission components. The role also involves organizing conferences and workshops, coordinating budget reviews, and ensuring that all substantive reports and documents are submitted in a timely manner. The assistant will be expected to contribute to capacity development for national staff and partners, emphasizing coaching and mentoring.

Duties and Responsibilities:
The duties and responsibilities of the Special Assistant include:
  • Providing substantive and practical support to the Head of Integrated Office in implementing the Mission's mandate.
  • Keeping the HoIO informed on all matters requiring her personal attention and assisting in formulating options for handling those matters.
  • Managing the HoIO's meetings, preparing written summaries, and conducting follow-up activities.
  • Ensuring the recording and distribution of information within the office, including editing and distributing minutes, reports, and other documents.
  • Liaising with various components of the Mission to ensure effective communication and collaboration.
  • Organizing and managing conferences, meetings, seminars, and workshops as directed.
  • Assisting in coordinating, planning, and reviewing budget processes.
  • Ensuring appropriate follow-up on the implementation of HoIO instructions regarding administrative and substantive matters.
  • Reviewing and coordinating the submission of substantive reports and documents. 1
  • Encouraging capacity development through coaching, mentoring, and training for national staff and partners. 1
  • Performing any other related duties as requested by the supervisor.

Required Qualifications:
Candidates must demonstrate strong client orientation, effective communication skills, integrity, and professionalism. They should possess excellent planning and organizational abilities, respect for diversity, and the ability to work collaboratively in teams. The role requires a proactive approach to problem-solving and the ability to manage multiple tasks efficiently.

Educational Background:
A relevant educational background is essential for this position. Candidates should ideally hold a degree in international relations, political science, public administration, or a related field. Advanced degrees may be preferred, depending on the level of responsibility associated with the role.

Experience:
Candidates should have a proven track record of experience in administrative support, preferably within an international organization or a similar context. Experience in peacekeeping operations or humanitarian assistance is highly desirable. The role requires familiarity with UN operations and an understanding of the political and social dynamics in the Democratic Republic of Congo.

Languages:
Fluency in French is mandatory, as it is the primary working language in the DRC. Knowledge of additional languages such as Lingala, Kikongo, Tshiluba, or Swahili would be considered an asset, enhancing communication with local stakeholders and communities.

Additional Notes:
The assignment is family duty station based in Kinshasa and is expected to last until June 30, 2025, with a possibility of extension until June 30, 2026, depending on funding availability and performance. The position is full-time, and candidates should be prepared to work in challenging conditions typical of developing countries. Living conditions in Kinshasa are relatively better compared to other provinces, but candidates should be aware of the high cost of living and potential security concerns. Vaccinations are mandatory for personnel entering the DRC, and candidates must ensure they are up-to-date with all necessary vaccinations.
