Job Overview:
The Administrative Officer position at UNOAU is pivotal in managing various administrative functions within the organization. The incumbent will serve as an adviser on management matters related to human resources, budgeting, financial administration, and general administration. This role involves coordinating the Administrative Support Section, which includes Human Resources, Finance, Field Technology, Transport, and General Services. The Administrative Officer will be responsible for developing and monitoring work plans and key performance indicators (KPIs) for administrative activities, ensuring that the office secures the necessary human and financial resources. The position requires collaboration with the Chief of Staff and other components to forecast personnel, financial, and logistical needs, while also exercising budgetary controls and certifying expenditures. The role demands drafting guidelines, reports, and correspondence, as well as analyzing data to provide insights for decision-making. The Administrative Officer will also evaluate the support provided by the section and liaise with various stakeholders, including internal and external auditors, to ensure compliance with UN regulations and best practices.

Duties and Responsibilities:
The duties and responsibilities of the Administrative Officer include: acting as an adviser on management matters related to human resources, budgeting, financial and general administration; coordinating and managing the Administrative Support Section; developing and monitoring work plans and KPIs; planning and forecasting personnel, financial, and logistical requirements; exercising budgetary and administrative controls; certifying office expenditures; drafting guidelines, SOPs, reports, and correspondence; collecting and analyzing data to identify trends; providing advice on problem-solving and special projects; evaluating support provided by the section; liaising with auditors and monitoring implementation of recommendations; facilitating logistical support for visiting officials; representing UNOAU in various boards and committees; and performing other duties as assigned.

Required Qualifications:
The position requires an advanced university degree (Master's degree or equivalent) in business or public administration, human resources management, finance, accounting, or a related field. Alternatively, a first-level degree (Bachelor's degree or equivalent) with two additional years of relevant work experience may be accepted in lieu of the advanced degree. Successful completion of management training programs is desirable, and candidates are encouraged to provide certificates of such training.

Educational Background:
Candidates must possess an advanced university degree in relevant fields such as business or public administration, human resources management, finance, or accounting. A first-level degree may be accepted if accompanied by additional relevant work experience. Completion of training programs in data analytics or business analytics is also desirable, indicating a strong foundation in analytical skills necessary for the role.

Experience:
At least seven years of progressively responsible experience in human resources, budget, finance, or general administration is required. Candidates should have hands-on experience with UN administrative and financial rules or similar international organizations. Experience in administrative support within the UN or comparable entities is essential, along with management experience and familiarity with intergovernmental processes. Experience in data analytics is also desirable, as it supports decision-making and reporting.

Languages:
Fluency in English, both oral and written, is required for this position. Knowledge of another UN official language is desirable, as the working languages of the United Nations Secretariat are English and French. Fluency is defined as a rating of 'fluent' in all four areas (reading, writing, speaking, understanding), while knowledge is defined as a rating of 'confident' in two of the four areas.
